THERE WOULD BE ONE LIAISON FROM THE GOVERNING BODY THAT WOULD SERVE ON THE PLANNING COMMISSION, AND THEN ONE AT LARGE MEMBER FOR A TOTAL COMPOSITION OF SEVEN MEMBERS BEFORE THE PLANNING COMMISSION.

THE PUBLIC HEARING FOR THE BOARD OF SUPERVISORS WILL BE HELD IN THIS ROOM AT 6:00 PM ON MAY 27, 2025.
AS YOU MAY BE AWARE, SITING AGREEMENTS ARE NEGOTIATED DIRECTLY BETWEEN AN APPLICANT AND THE BOARD OF SUPERVISORS, AND THEY LAY OUT A LOT OF THE FINANCIAL MILESTONES AND AGREEMENTS ASSOCIATED WITH THE POTENTIAL SITING OF A SOLAR PROJECT.
THAT RUNS PARALLEL TO THE LAND USE REZONING CONDITIONAL USE APPLICATION, WHICH HAS NOT YET BEEN FILED THAT WILL RUN CONCURRENTLY THROUGH THIS PLANNING COMMISSION AND ULTIMATELY TO THE BOARD OF SUPERVISORS.
I JUST WANTED TO MAKE YOU AWARE OF THAT.
THIS JUST RECENTLY CAME TO MY ATTENTION AND HERE I DO HAVE SOME ADDITIONAL INFORMATION ON THE PROPOSED SITING AGREEMENT.
THIS WOULD BE FOR A 20-MEGAWATT FACILITY LOCATED IN THE VICINITY OF SHADY BROOK TRAIL AND DELAWARE ROAD, IS A PROPERTY OWNED BY THOMAS WHITE.
IT CONSISTS OF APPROXIMATELY 300 ACRES.
THE SITING AGREEMENT REFERENCES A 100-ACRE PORTION OF THAT 300-ACRE SITE TO BE UTILIZED FOR THE DEVELOPMENT OF A SOLAR FACILITY.
I WANTED TO BRING THIS TO YOUR ATTENTION BECAUSE IT'S BEEN A LITTLE WHILE SINCE THE COUNTY HAS DIRECTLY DEALT WITH A SOLAR FACILITY PROPOSAL.
THE SITING AGREEMENT IS ONE COMPONENT THAT THE BOARD OF SUPERVISORS WILL CONSIDER.
HOWEVER, THE PLANNING COMMISSION, OUR ROLE IS MORE OF THE LAND USE PROPOSAL AND HOW IT MEETS WITH THE COUNTY'S ORDINANCE FOR SOLAR FACILITIES AND THE CONDITIONS THAT MAY BE IMPOSED THROUGH THE CONDITIONAL USE PERMIT PROCESS.
I JUST WANTED TO BRING THAT TO YOUR ATTENTION BECAUSE IT HAS BEEN A LITTLE BIT OF TIME SINCE THIS COMMISSION AND THE BOARD HAS DEALT DIRECTLY WITH A SOLAR PROPOSAL.

JUST BY EXPERIENCE [INAUDIBLE] COUNTY HAS APPROVED 11 SOLAR PROJECTS.
TO DATE, ONLY THREE HAVE BEEN BUILT.
THE SITING AGREEMENT, THE MAJORITY OF THE FUNDING TO THE COUNTY COMES WHEN THE PROJECT GOES LIVE AND ACTUALLY GENERATES ELECTRICITY.

A LOT OF OTHER COMPONENTS GO INTO ACTUALLY MAKING THE INTERCONNECTION AND ACTUAL DEVELOPMENT POSSIBLE.
