NAMELY, ONE OF THEM IS AT 26609 TRINITY CHURCH, AND 18 WHEELERS HAVE CLEANED OUT THE DITCHES THERE A FEW TIMES AND HAVE HAD SOME CLOSE CALLS WITH HITTING PEOPLE IN THE BACK BECAUSE THEY COME AROUND THE CURVE AND THEY DON'T KNOW IT'S GOING TO BE A VEHICLE THERE, AND THEY'RE REALLY RUNNING WAY TOO FAST TO BE GOING DOWN TRINITY CHURCH ROAD ANYWAY, SO I'D APPRECIATE IF YOU ALL WOULD TAKE A LOOK AT THAT AND PUT A STOP TO THROUGH TRUCKS ON THAT ROAD.

RIGHT NOW SO THAT'S ON THEIR RADAR.

THEY ARE GETTING TO THAT HERE EVENTUALLY.

AND THEN ALL THE RAIN CAME AND FILLED IT BACK UP SO THEY DON'T HAVE TO DO THE SAME JOB AGAIN.

HEARTLAND SHOWED UP ON SITE MONDAY TO START THAT WORK.

SO WE'RE IN THAT PROCESS NOW OF DECONSTRUCTING HUNTER DALE.

WE'RE STILL WORKING ON THE NEW SOME CDBG PROJECT.

CASEY H CONTRACTING HAS STARTED THE DRAINAGE IMPROVEMENT WORK AND THEY'RE SLATED FOR A SUBSTANTIAL COMPLETION DECEMBER 24TH, ON CHRISTMAS EVE OF THIS YEAR. RADIO PROJECT.

WE'VE CONTRACTED WITH JVC KENWOOD AND THAT PROJECT IS EXPECTED TO BE COMPLETED BY THE END OF 2026.

HUMAN RESOURCES AND PERSONNEL, AS YOU'RE AWARE, WE DID.

JAY RANDOLPH STARTED OUR COMMUNITY DEVELOPMENT PLANNING DIRECTOR.

AS AS YOU KNOW, WE TALKED ABOUT THIS ITEM AT YOUR PLANNING SESSION BACK IN JANUARY, AND I HAVE ATTACHED THE STAFF REPORT FROM THAT THAT YOU ADOPTED MARCH 26TH EARLIER THIS YEAR AND ONE OF THE OPERATIONAL IMPROVEMENTS DISCUSSED WAS THAT OF APPOINTING A COUNTY CLERK AND AGAIN, YOU CAN SEE THAT IN YOUR ATTACHED REPORT THERE.

NUMBER SEVEN IN THAT REPORT THAT I HIGHLIGHTED IS PAGE 15.

IN THAT REPORT, NUMBER SEVEN, APPOINT A COUNTY CLERK AND AS YOU KNOW, THE COUNTY ADMINISTRATOR POSITION IN THIS COUNTY CURRENTLY SERVES AS CLERK PER THE SOUTHAMPTON COUNTY CODE, IN ORDER TO PROCEED WITH APPOINTING SOMEONE OTHER THAN THE COUNTY ADMINISTRATOR TO SERVE AS THE CLERK, YOU WILL NEED TO AMEND THE CODE COUNTY CODE VIA THE ATTACHED ORDINANCE.

AFTER ADOPTING THE ATTACHED ORDINANCE, I ASK YOU THAT YOU APPOINT TINA BRADSHAW TO THE POSITION OF COUNTY CLERK.

AS YOU'RE AWARE, SHE ALREADY SERVES AS THE ADMINISTRATIVE ASSISTANT AND ASSISTANT AND PERFORMS MOST OF THE CLERK DUTIES.

ALREADY AFTER APPOINTMENT OF THE TO THE POSITION OF CLERK, THAT POSITION WILL SERVE AS BOTH THE COUNTY CLERK AND ADMINISTRATIVE ASSISTANT TO THE COUNTY ADMINISTRATOR AND I'LL BE UPDATING THE DUTIES OF THAT POSITION AND THAT POSITION.

DESCRIPTION. TO INCLUDE THE TITLE OF CLERK AS WELL AS OTHER ADMINISTRATIVE FUNCTIONS, INCLUDING, BUT NOT LIMITED TO ASSISTING THE COUNTY ADMINISTRATOR WITH HR FUNCTIONS ADMINISTRATIVE FUNCTIONS, SCHEDULING INTERVIEWS, DOING DRUG TESTS, ET CETERA.

A LOT OF THAT POSITION ALREADY DOES SERVING AS FOIA OFFICER, SERVING AS CLERK AND SECRETARY FOR OTHER BOARDS AND COMMISSIONS IN THE COUNTY, AND THAT POSITION WILL ALSO BE EXPECTED TO PARTICIPATE IN THE VIRGINIA MUNICIPAL CLERKS ASSOCIATION AND ALSO STRIVING TOWARDS OBTAINING THE CERTIFIED MUNICIPAL CLERK DESIGNATION.

I THINK AT THIS POINT, I THINK WE NEED TO KEEP THAT THE WAY IT IS, BECAUSE IT'S A VERY IMPORTANT, COMPLEX POSITION AND I, THINK THE ADMINISTRATOR WHO'S RUNNING THE COUNTY NEEDS TO BE EXCEPTIONALLY INVOLVED IN THIS.

I CAN SAY THAT MANY LOCALITIES, ESPECIALLY CITIES AND TOWNS AND A LOT OF COUNTIES DO HAVE THEIR SEPARATE CLERK POSITION.

SO THIS PRETTY MUCH IS A BEST PRACTICE TO GO FORWARD ON THAT AND THAT PERSON IS GENERALLY SUPERVISED BY THE CITY, COUNTY, COUNTY OR TOWN MANAGER, BUT HAS TO BE APPOINTED BY THE BOARD.

REALLY IN EFFECT, THE ADMINISTRATIVE POSITION, ASSISTANT POSITION ALREADY DOES THE VAST MAJORITY OF THE CLERK DUTIES IN THE FIRST PLACE.

THIS IS THE FIRST LOCALITY I'VE EVER WORKED FOR WHERE THE COUNTY MANAGER ADMINISTRATOR IS ALSO THE CLERK AND MAYBE THAT'S JUST A DIFFERENCE BETWEEN CITIES AND TOWNS AND COUNTIES. BUT I LOOKED THROUGH THE PACKET AND COULDN'T FIND IT, SO IT HELPED ME OUT AS FAR AS COMPENSATION.

YEAH. YOU APPROVED A 10% INCREASE IN YOUR ADOPTED BUDGET FOR THIS FOR THIS UPGRADE IN POSITION.

SO THIS WILL BASICALLY JUST BECAUSE YOU HAVE TO AMEND THE CODE TO TAKE THIS OUT OF THE HANDS OF THE COUNTY ADMINISTRATOR, YOU WOULD HAVE TO AMEND THE CODE AND STATE CODE.

YOU HAVE TO. YOU WOULD HAVE TO APPOINT SOMEBODY BY NAME AS THE COUNTY CLERK.

IT WAS APPROXIMATELY 3500.

I, THINK, YOU KNOW, THERE'S ONLY THREE COUNTIES IN THE WHOLE STATE THAT DON'T DO THIS AND IT'S A VERY IMPORTANT POSITION.

I THINK IN ORDER FOR THE ADMINISTRATOR TO KEEP HIS HANDS ON THINGS AND NEEDS TO BE INVOLVED IN THIS.

BUT I, ALONG WITH WORKING WITH MINUTES, I DO HELP HIM ADMINISTER THE DUTIES THAT ARE LISTED HERE IN HR WITH OUR NEW HIRES, SCHEDULING THEIR INTERVIEWS, GETTING THEM THROUGH THE PROCESSES ALL THE WAY THROUGH THEIR START DATE.

SO TECHNICALLY, WHILE HE IS STILL DOING THESE DUTIES, I AM DOING THEM HANDS ON QUITE OFTEN MYSELF, SO IT'S NOT NECESSARILY SOMETHING THAT WOULD BE NEW FOR ME.

IT IS SOMETHING THAT WOULD BE WHERE I WOULD EXPAND A LITTLE BIT AND I WOULD NEED TO FURTHER EDUCATE ON A FEW THINGS, BUT THEY ARE DUTIES THAT I ALREADY ADMINISTER ALONG WITH EVERYTHING ELSE.

MOST ROADS IN THE COUNTY ARE 55 MILES AN HOUR.

WHEN IT COMES TO A SHARP CURVE, WE SLOW DOWN OR AND OR BRAKE TO AVOID GOING INTO OTHER LANE.

THAT'S THAT COMMON SENSE TO BE IS SEEMS TO BE LACKING WHEN IT COMES TO THE WATER, WITH BOATS THESE DAYS ABLE TO DO MUCH FASTER THAN IN THE PAST, WATER SAFETY IS EVEN MORE IMPORTANT.

WE HE ANTICIPATES HAVING CONSTRUCTION IN THE SPRING AND AS ARCHITECTS ARE ALREADY WORKING ON THE PLAN.

LAUREN FROM OUR OFFICE HAD VIRGINIA TOURISM RESUME IN LAST WEEK TO DO KIND OF A FAMILIARIZATION TOUR AND SEE SOME OF THE SITES.
