THE REQUEST IS A ZONING MAP AMENDMENT FROM M1 INDUSTRIAL LIMITED TO B2 BUSINESS DISTRICT 2 FOR APPROXIMATELY 2.5 ACRES OF A 22.8 ACRE TRACK ON GENERAL MAHONE BOULEVARD, THAT BEING US 460, NEAR THE INTERSECTION OF HOLMAN DRIVE.

THE PROPERTY HAS A COMPREHENSIVE PLAN DESIGNATION OF INDUSTRIAL.

SUCH A REQUESTED ZONING DESIGNATION WILL REQUIRE A COMPREHENSIVE PLAN AMENDMENT TO CHANGE THE DESIGNATION TO COMMERCIAL.

THE PLAN DESIGNATION FOR THE MAJORITY OF THE PROPERTY HAS BEEN INDUSTRIAL SINCE THE 2001 COMPREHENSIVE PLAN.

COMMERCIAL DESIGNATION IS DIRECTLY ACROSS ON US 460 AND ON THE SOUTHSIDE OF THE 22.8 ACRE TRACT, THIS PARCEL IS PART OF MAKING AN AMENDMENT TO THE COMPREHENSIVE PLAN APPROPRIATE.

THE APPLICANT IS SPECIFICALLY REQUESTING THE 2.5 ACRES SECTION OF WOODED AREA ON THE NORTHWEST END OF THE PROPERTY TO BE DEVELOPED AS A FEED AND FARM SUPPLY STORE WITH A GREENHOUSE UNDER THE PROPOSED B2 ZONING CLASSIFICATION.

THE PROPERTY TOTALS 2.5 ACRES OF THE 22.88 ACRE TRACT.

I KNOW THAT PROJECT WAS APPROVED, AND I KNOW THEY'RE STILL TALKING ABOUT IT.

I HAD A CONVERSATION WITH THE COUNTY ADMINISTRATOR ABOUT A MONTH AGO AS HE BROUGHT UP BECAUSE HE WAS BRAND NEW WHEN HE CAME IN TO WORK THERE WHEN I WAS THERE.

HE MENTIONED OFF HAND THAT HE HAD A MEETING WITH THEM SCHEDULED.

I SUSPECT THEY'RE STILL TALKING ABOUT HOW TO PROCEED ON THE PROJECT.

JUST A GENERAL COMMENT, YOU CERTAINLY HAVE A COMPONENT OF THIS ALREADY IN YOUR CODE, WHICH IS SOLAR ORDINANCE IN WHICH IT'S PRETTY COMMON PRACTICE TO HAVE THESE BATTERY STORAGE SYSTEMS AS ANCILLARY OR ACCESSORY PART OF THEIR OPERATIONS.

JUST BY T-STARTS, IF YOU WERE TO PROCEED ON WANTING TO CLARIFY IN THE CODE, THE DEFINITION OF ENERGY STORAGE OR BATTERY STORAGE FACILITIES, YOU COULD CERTAINLY TIED INTO YOUR SOLAR FACILITY ORDINANCE, WHICH IS A DESIRE, WHICH LIMITS YOUR LOCATIONAL REQUIREMENTS, I BELIEVE BY JUST M1.

I MAY BE WRONG ON THAT, BUT I BELIEVE M1 IS THE ONLY AREA THAT SOLAR CAN BE LOCATED.

AS YOU KNOW, THERE ARE OTHER PROVIDERS IN THAT SECTION OF THE CODE, THAT HAS TO BE A CERTAIN DISTANCE AWAY FROM ANY URBANIZED AREA AND SOME OTHER SETBACK AND OTHER LANDSCAPING AND OTHER REQUIREMENTS THAT FALL INTO PLAY, WHICH MAY WORK HAND IN HAND IF YOU'RE WANTING TO BE PROACTIVE AND ADDRESS BATTERY STORAGE AS A SEPARATE COMPONENT.

BUT AS UNDER THE UMBRELLA OF THE SOLAR ORDINANCE AND USING THAT DOCUMENT TO HELP YOU IN MAKING A DECISION IN THE FUTURE ON WHAT TO APPROVE AND NOT TO APPROVE.
