AND I HAVE THREE BRIEF ITEMS. I TRAVELED TO ARDEN SCOUT ROAD, OCCASIONALLY I TRY TO AVOID IT, ESPECIALLY WHEN IT'S WET.

BUT EVERY TIME I NOTICED THERE HAVE BEEN RECENTLY SCRAPED, THE OPERATOR OF THE ROAD SCRAPER SEEMS TO PUSH THE DIRT OVER AND BLOCKED THE CULVERT.

AND SO THEN WHEN IT RAINS THAT LITTLE AREA AROUND THE CULVERT, IT'S JUST A BIG MUD PUDDLE THAT SOMEBODY NEEDS TO TAKE CARE OF THAT.

MY NEXT COMMENT INVOLVES A THE FACT THAT BEFORE CHRISTMAS, WE WERE TOLD THAT THE DEPARTMENT OF DEFENSE WOULD REVIEW THE CHINESE PURCHASE OF THE CUTCHENS FARM AND IT'S BEEN ABOUT 4 OR 5 MONTHS AND I HAVEN'T HEARD ANY INFORMATION ABOUT ANY KIND OF DOD REPORT, AND I JUST WONDERED IF IT'S COMING OR HAS COME, AND I MISSED IT.

MY NEXT COMMENT INVOLVES THAT BILL THAT'S IN RICHMOND.

I FORGET THE NAME OF IT, WHERE THE STATE WAS GOING TO TELL US WHETHER WE COULD DECIDE ABOUT SOLAR FARMS OR NOT.

AND I DIDN'T KNOW IF THERE WAS ANYTHING IN THE COUNTY, ANYTHING COUNTYWIDE TO HELP ANYBODY IN A SITUATION THAT'S LIKE IN OURS, OR IF THERE'S SOMEBODY THAT COULD GIVE US IDEAS OF HOW KIND OF A LOW INCOME FAMILY CAN TRY AND GET THAT DMV STOP REMOVED, BECAUSE WE ARE COMPLETELY LEGAL WITH OUR VEHICLES.

OTHER THAN THAT, AND I'VE CONTACTED TAX AND THEY.

THEY NEED WAY TOO MUCH DOWN.

SO IT WAS VERY NERVE WRACKING TO ASK ANY OF YOU GUYS THIS, BUT I JUST KIND OF DON'T KNOW WHAT I'M SUPPOSED TO DO.

AND I'D LIKE TO KNOW THE BUDGET IS COMING UP HERE SHORTLY.

SO I GOT A COUPLE OF THINGS I'D LIKE TO JUST THROW OUT HERE AS THINGS THAT SHOULD BE INCLUDED IN THE NEXT BUDGET.

NUMBER ONE IS THE CAMERA AT THE STOPLIGHT AT FOOD LION.

AT THE LAST MONTH, WE GOT A PRESENTATION ON PUTTING CAMERAS AT THE CAPRON ELEMENTARY SCHOOL IN SOUTH HAMPTON HIGH SCHOOL.

AND IT SHOULD BE BY THE PRESENTATION, A SIZABLE AMOUNT OF MONEY TO BE GAINED IN FINES IN THOSE AREAS.

EARLY, ABOUT FOUR YEARS AGO, WE WERE TALKING ABOUT THE STOP, BUT THE CAMERA AT THE STOPLIGHT AND IT SEEMS LIKE IT WAS GOING TO BE A RIGHT GOOD PRICE TAG ON THAT CAMERA. SO IT WOULDN'T GAIN US A LOT OF MONEY, BUT IT WOULD HAVE AN EXPENSE.

AND MY IDEA IS IF WE BUNDLED THE THREE CAMERAS TOGETHER SO THAT THE ONES THAT MAY BE PAYING COULD HELP PAY FOR THE ONES ONE THAT'S NOT PAYING, THEN IT WOULD BE.

IT WOULD WORK OUT TO WE WOULD PAY ALL THE FOR ALL THREE CAMERAS AND EXPENSES RELATED TO THEM, AND STILL MAYBE HAVE SOME MONEY LEFT OVER.

THE NEXT THING WOULD BE THE COURTHOUSE IS NEARING COMPLETION AND WE SHOULD DO SOME SOME CLEAN UP AND FIX UP IN THE GOVERNMENT AREA OF THE COUNTY. THE COUNTY HAS A LOT OF IMPROVEMENTS THAT NEEDS TO MAKE, AND IT NEEDS TO START WITH GOVERNMENT HERE IN COURTLAND.

MY SUGGESTIONS WOULD BE THAT ACROSS FROM THE JAIL TO SINCE THE PARKING LOT THAT THE SHERIFF'S DEPARTMENT NORMALLY USE HAS BEEN USED BY CONTRACTORS THEY HAVE USED PARKED IN THE WHERE THE MARY RAWL'S BUILDING IS, I THINK WE SHOULD GET WITH THE OWNERS OF THAT PROPERTY AND GET AN AGREEMENT WITH THEM TO PAVE THAT AREA ALONG THERE.

WE CAN GET MORE PARKING.

WE PROBABLY CAN GET 16 OR 17 PARKING PLACES THERE.

PUT US PUT A SIDEWALK IN FRONT OF IT THAT WILL WILL GO ACROSS AND CONNECT TO THIS PARKING LOT IN THIS BUILDING SO PEOPLE CAN PARK HERE BECAUSE IT'S VERY RARE.

YOU COME UP HERE ON A DAYTIME AND THIS PARKING LOT IS FULL.

SO THEY COULD WE PARKING WAS A BIG DEAL AT ONE POINT FOR THE COURTHOUSE.

THEY COULD USE THIS AREA.

THEY COULD WALK ON THE SIDEWALK ACROSS THE STREET AND BE RIGHT AT THE COURTHOUSE ADDITION.

PUT SOME OF THOSE NICE STREETLIGHTS ALONG THE THE SIDEWALK.

SECOND THING WE NEED TO THINK ABOUT IS THE JANITORIAL STAFF FOR THE NEW COURTHOUSE.

SOMEBODY JUST ASKED ME THE OTHER DAY, HE SAID, WHO'S GOING TO CLEAN ALL THE WINDOWS IN THAT BUILDING? GOOD QUESTION.

WHO'S GOING TO KEEP IT CLEAN, PERIOD.

IF YOU LOOK AT OUR HISTORY, WHAT HAPPENED? WE WOULD TAKE ALL OUR GOVERNMENT WAS IN THE COURTHOUSE BUILDING AND WE WERE LOOKING AFTER IT.

AND THEN WE BUILT THIS BUILDING AND MOST OF THEM MOVED OVER HERE.

WE STOPPED PAYING ATTENTION TO THE COURTHOUSE AND THEN THAT GOT IN BAD SHAPE.

NOW, $25 MILLION LATER.

NOW THIS BUILDING NEEDS SOME UPKEEP.

AND IF WE'VE GOT TO ADDRESS OUR CLEAN UP AND MAINTENANCE PROBLEMS AND OUR BUILDINGS AND NOT GET OURSELVES IN TROUBLE.

THAT BEING SAID, WE NEED TO PUT SOME MONEY IN THE BUDGET TO HAVE A CONTRACT CONTRACT TO COME IN YEARLY AND INSPECT ALL OUR BUILDINGS, HAVE A SCHEDULE. IT NEEDS TO BE DONE IMMEDIATELY.

WHAT NEEDS TO BE DONE IN A YEAR, TWO YEARS, FIVE YEARS AND AND SO ON.

WE ALSO NEED TO HAVE A LITTLE BIT OF MONEY SET ASIDE FOR GRASS CUTTING AND TRASH CLEANUP AND PUBLIC AREAS THAT LOOK TERRIBLE.

THIS IS NOT MEAN.

WE WANT TO A FUND TO CUT PEOPLE'S GRASSES ON COUNTRY CLUB ROAD, BUT RATHER PUBLIC AREAS THAT PEOPLE SEE.

WE MUST CLEAN UP OUR COUNTY IF WE'RE GOING TO GET THE THE BUSINESSES AND INDUSTRIES WE NEED TO OFFSET THE HIGH TAXES THAT ARE COMING FROM FROM PROPERTY TAXES.

THE PEOPLE CANNOT PAY THE TAXES THAT THEY'RE GOING TO HAVE TO BE PAID.

AND WE NEED SOME ECONOMIC DEVELOPMENT TO HELP WITH THE TAX BURDEN.

AND THAT BRINGS ME TO MY LAST ITEM.

MR. HECHT DOES A GOOD JOB AS ECONOMIC DEVELOPMENT DIRECTOR.

BUT IT'S UNFAIR TO HIM OR ANYBODY ELSE IN THAT POSITION TO REPRESENT THE COUNTY IN FRANKLIN.

IT'D BE THE SAME THING AS HIRING A FOOTBALL COACH, AND THEY GOT A COACH, SOUTHAMPTON AND FRANKLIN, AND THEY'RE PLAYING THIS FRIDAY NIGHT.

THEY CAN'T BE FAIR TO BOTH AREAS.

WHEN SOMEBODY COMES IN WITH AN INDUSTRY OR BUSINESS, THEY GOT TO PUT IT AT ONE PLACE OR THE OTHER, AND ONE OR THE OTHER IS GOING TO LOSE.

SO WE NEED OUR OWN PERSON WORKING JUST FOR US.

IT CAN BE MR. HECHT, OR IT CAN BE SOMEBODY ELSE, BUT WE NEED OUR OWN PERSON AND THEY NEED TO BE BUDGETED FOR.

WE'VE JUST HAD THIS NEW REASSESSMENT.

I HAVE HAD NUMEROUS PHONE CALLS.

I HAVE HAD TO DEAL WITH CLIENTS FROM ANYWHERE FROM ALABAMA ALL THE WAY TO FLORIDA THAT OWNED PROPERTY IN SOUTHAMPTON COUNTY THAT ARE DISTURBED ABOUT THIS ASSESSMENT.

THEY DON'T HAVE ANYBODY TO SPEAK FOR THEM, BECAUSE THEY'RE NOT GOING TO FLY UP HERE FOR A HEARING.

A LOT OF PEOPLE ARE NOT GOING TO DO ANYTHING ABOUT IT.

BUT IF YOU THINK THIS LIST IS LONG, YOU WAIT TILL NEXT YEAR WHEN THESE TAXES COME IN AND THIS BOARD AND I WILL HAVE TO SAY THIS.

WHAT DID GETTING READY TO GO THROUGH IS GOING TO BE A BURDEN ON ALL OF THE LANDOWNERS UP THERE? IT'S GOING TO BE DETRIMENTAL TO THE COUNTY.

AND I'M GOING TO SAY THIS IF WE'VE GOT TO SUFFER WITH A TAX INCREASE, EVERY DEPARTMENT IN THIS COUNTY AND EVERYBODY DRAWS A SALARY OR THEIR SHARE IN THE SAME SITUATION THAT WE'RE GOING TO BE IN.

I'M GLAD THAT I AM ON THE BOARD OF EQUALIZATION THIS YEAR.

I'VE BEEN SERVING THE COUNTY 12 YEARS ON THE BOARD OF ASSESSORS, AND THIS TIME I'M ON THE BOARD OF EQUALIZATION, AND I HAVE NEVER SEEN THE PROBLEMS THAT WE HAVE GOT THIS GO ROUND.

AND IT IT IS GOING TO BE CRUCIAL.

THERE'S A LOT OF PEOPLE THAT ARE GOING TO MAKE A DECISION ON WHETHER OR NOT THEY NEED TO KEEP THEIR LAND AND KEEP PAYING THESE TAXES OR GET RID OF IT. AND THAT'S ALL YOU GOT TO DO IS LOOK AT THE PAPER AND SEE.

YES. PEOPLE HAVE TAXES THAT GO BACK SEVERAL YEARS.

WE DO HAVE TO COLLECT THOSE, AND IT'S IN EVERYBODY'S BEST INTEREST, IF YOU CAN'T PAY CURRENTLY TO GET ON A PAYMENT PLAN WITH THE COUNTY, NOW, YOU DO HAVE TO BE CURRENT.

SO IF THE 23 TAXES, YOU KNOW, HAVE TAXES DELINQUENT PRIOR TO THAT, YOU WOULDN'T BE ABLE TO MAKE A PLAN FOR 2023.

BUT IT'S IN EVERYBODY'S BEST INTEREST TO GET CAUGHT UP AND GET A PAYMENT PLAN BEFORE JUNE THE 15TH OF THIS YEAR, BECAUSE AFTER JUNE THE 15TH, THE 2023 TAXES WILL BE GOING TO COLLECTIONS.

SO AND EVERYBODY THAT GOT A DELINQUENT LETTER THAT IS ON THAT PIECE OF PAPER THAT YOU NEED TO GET A PAYMENT PLAN MADE BY THE 15TH OF JUNE.

ALSO WHAT MR. DARDEN REFERRED TO, THOSE ARE JUST THE PEOPLE THAT AT DOLAN REED THAT THE PROPERTY IS COMING UP FOR SALE, AND THAT'S THE ONLY REAL ESTATE.

NOW FOR IS DELINQUENT TAXES.

THERE ARE A WHOLE LOT MORE PEOPLE WHO ARE DELINQUENT THAN 200 FOR 2023 TAXES, THERE ARE A LOT MORE. AND OF COURSE, WHAT'S IN THE PAPER HAS NOTHING TO SAY ABOUT THE PERSONAL PROPERTY TAXES THAT ARE DELINQUENT.

AND THIS COUNTY IS REALLY EXTREMELY HIGH ON TAXES, AS EVERYONE KNOWS, AND WE REALLY HAVE NOTHING IN THIS COUNTY TO SHOW FOR IT.

AND YOU LOOK AROUND AT OTHER LOCALITIES I GO TO, THERE'S PARKS, THERE'S TENNIS COURTS, THERE'S THIS, THAT AND THE OTHER.

WE HAVE NOTHING.

SET UP A TAX COLLECTION HOLE OVER ACROSS THE STREET THAT'S JUST BEEN BUILT, WHICH WE'RE GOING TO BE EXPECTED TO PAY FOR.

AND I'M GOING TO SAY THIS AGAIN, I'VE SAID IT SEVERAL TIMES.

YOU ALL SAID YOU'RE GOING TO DO THE SOLID WASTE FEE ONE YEAR, AND THAT WOULD BE IT.

YOU PROMISE PEOPLE.

AND DOCTOR EDWARDS, YOU SAID IT YOURSELF THAT WHEN THE TIPPING RATES WENT DOWN, THAT THE SOLID WASTE FEE WAS GOING TO GO DOWN.

NONE OF THAT HAS HAPPENED.

I'M COLLECTING THE SOLID WASTE TO THE BEST OF MY ABILITY, BUT EVERYBODY KEEPS COMING IN.

THEY'RE STILL COMPLAINING ABOUT IT.

I TELL THEM TO COME HERE AND THEY SAY, IT'S NO NEED TO COME IN HERE BECAUSE IT'S FALLEN ON DEAF EARS.

AND AS A TREASURER AND AS A CITIZEN, I HAVE TO AGREE WITH THAT.

AND NOW, WITH THE REASSESSMENT ON THE REAL ESTATE THAT HAS GONE UP, THERE'S NO REASON IN THE WORLD THAT THIS COUNTY AND IN FACT, THE COUNTY SHOULD BE EMBARRASSED TO CHARGE A SOLID WASTE FEE BASED ON THE PERSONAL PROPERTY AND REAL ESTATE TAX RATES.

YOU KEEP COMING WITH THAT WITH A COMMENT AND WE APPRECIATE THAT, BUT YOU NEVER COME AND TELL US HOW TO DO IT.

PER THE AGREEMENT, THE COUNTY SHARE OF THE PROJECT COST ARE 67% AND CITY SHARES 33%.

AND WE WILL BE WORKING WITH DAVENPORT AND COMPANY, WHO'S HERE TONIGHT TO ARRANGE ADDITIONAL FINANCING NEEDED FOR THE PROJECT.

AT THIS TIME, WE ANTICIPATE THE COUNTY NEEDING AN ADDITIONAL 2 TO $2.5 MILLION TO COMPLETE THE PROJECT.

I'LL HIGHLIGHT EACH OF THE PROPOSED SYSTEM DESIGNS AND THE EVALUATION SCORING.

I'LL SHARE OUR RECOMMENDATIONS AND ESTIMATED TIMELINE AND POTENTIAL NEXT STEPS.

CTA BEGAN WORKING WITH SOUTHAMPTON COUNTY IN 2022.

SO WE'VE BEEN WITH YOU GUYS FOR QUITE A WHILE.

THAT WAS WITH THE ASSESSMENT OF YOUR CURRENT COMMUNICATION SYSTEM.

YOUR GOALS WERE TO IMPROVE OPERABILITY, THE ABILITY TO COMMUNICATE ON YOUR RADIO SYSTEM AND TO IMPROVE INTEROPERABILITY, THE ABILITY TO COMMUNICATE WITH OTHER AGENCIES WITHIN YOUR COUNTY, COMMUNICATE WITH THE CITY OF FRANKLIN AND WITH SURROUNDING JURISDICTIONS.

WITH THIS ASSESSMENT, CTA PROVIDED ALTERNATIVES AND A PATH FORWARD.

WE MET WITH REPRESENTATIVES FROM THE COUNTY AND THE CITY, BOTH PUBLIC SAFETY AGENCIES AND NONPUBLIC SAFETY AGENCIES.

THEY SHARED THEIR CONCERNS.

THE LACK OF RADIO COVERAGE, WHICH YOU CAN SEE DEMONSTRATED IN THE SHADED AREAS ON THE MAPS, MOSTLY AROUND THE COUNTY BORDERS AND AROUND THE CITY BORDERS, WITH A LITTLE BIT OF IN THE RIGHT, IN THE CENTER OF THE CITY, A LITTLE BIT OF TROUBLE.

THESE ARE AREAS WHERE THE USERS SAID THAT THEY COULD NOT HEAR DISPATCH, AND DISPATCH COULD NOT HEAR THEM OVER THE RADIO SYSTEM.

USERS ALSO SHARED THEIR CONCERNS ABOUT AGING EQUIPMENT AND RESTATED THEIR NEED FOR OPERABILITY AND INTEROPERABILITY.

CTA PROVIDED SEVERAL ALTERNATIVES AND, IN COORDINATION WITH THE CITY AND COUNTY, RANKED THEM.

OUR RECOMMENDED SYSTEM FOR THIS SOUTHAMPTON COUNTY AND CITY OF FRANKLIN IS A 7800MHZ P25 PHASE TWO TRUNK SYSTEM.

THIS IS TO PROVIDE THE COVERAGE WHERE YOUR USERS NEED IT, AND TO HAVE ALL THE USERS OPERATING ON ONE FUNCTIONING, RELIABLE SYSTEM WITH CAPACITY FOR FUTURE GROWTH.

THE CITY, CTA PRESENTED THIS RECOMMENDATION TO THE BOARD OF SUPERVISORS LAST YEAR AND WERE GIVEN APPROVAL TO MOVE FORWARD WITH A COMPETITIVE BID.

THE CITY AND COUNTY ALSO SELECTED INDIVIDUALS TO PARTICIPATE AS A TECHNICAL REVIEW TEAM, TO ASSIST IN THE DEVELOPMENT OF SPECIFICATIONS FOR AN RFP FOR THE RADIO COMMUNICATION SYSTEM.

THE RFP WAS RELEASED IN JULY OF LAST YEAR, AND THREE PROPOSALS WERE RETURNED IN NOVEMBER.

WE RECEIVED PROPOSALS FROM JVC KENWOOD, L3 HARRIS AND MOTOROLA.

THE REVIEW TEAM COMPLETED THE PRICE AND TECHNICAL EVALUATIONS IN DECEMBER OF 2023, AND OPTED TO HOLD PRESENTATIONS IN JANUARY FOR EACH OF THE PROPOSERS TO WALK THROUGH THEIR SYSTEM DESIGNS.

COMPETITIVE NEGOTIATION MEETINGS WERE HELD IN FEBRUARY AND BEST AND FINAL OFFERS WERE RECEIVED IN MARCH.

YOU CAN SEE FROM THIS LIST THAT A LOT OF ACTIVITY HAS OCCURRED IN THE LAST YEAR, AND WE LIKE TO RECOGNIZE THE TIME AND EFFORT INVESTED BY THE CITY AND COUNTY REVIEW TEAMS. THEY HAVE BEEN DILIGENTLY ENGAGED THROUGHOUT THIS PROCESS.

HERE ARE THE HIGHLIGHTS FROM EACH OF THE PROPOSED SYSTEM DESIGNS.

JVC KENWOOD PROPOSED A FOUR SITE, FOUR CHANNEL, 800MHZ SYSTEM WITH THE REQUIRED GUARANTEED SERVICE AREA COVERAGE OF 95% AND THREE

AREAS PORTABLE OUTDOOR FOR THE WHOLE COUNTY.

PORTABLE LIGHT BUILDING FOR THE POLYGON SHAPE IN THE CENTER AND PORTABLE MEDIUM BUILDING FOR THE CITY OF FRANKLIN.

THEIR REDUNDANCY IS UNIQUE IN THAT THEIR RF EQUIPMENT AT ALL OF THE SITES CAN OPERATE AS A CORE.

ONE OF THE REQUIREMENTS OF THE RFP REQUESTED THAT THERE BE A CORE IN THE CITY OF FRANKLIN AND A CORE IN SOUTHAMPTON COUNTY.

JVC'S EQUIPMENT PROVIDES A CORE AT EVERY SINGLE SITE.

THEIR CONNECTIVITY IS A MICROWAVE RING TOPOLOGY, AND THEIR PAGING IS GOING TO BE OVER THE P25 SYSTEM FOR DISPATCH.

THEY PROPOSED STARGATE CONSOLES AND AN EVENTIDE LOGGING RECORDER, AND THEY PROPOSE DUAL BAND RADIOS FOR PUBLIC SAFETY AND SINGLE BAND RADIOS FOR NON PUBLIC SAFETY. L3.

HARRIS PROPOSED DESIGN IS A FIVE SITE, FOUR CHANNEL, 700MHZ SYSTEM.

THEY ALSO MEET THE REQUIRED SERVICE AREA COVERAGE GUARANTEE FOR ALL THREE AREAS.

THEIR REDUNDANCY.

THEY HAVE A REDUNDANT CORE IN THE CITY AT HUNTER DALE AND IN THE COUNTY AT APEX TWO.

THEIR CONNECTIVITY DESIGN IS ALSO A RING TOPOLOGY.

THEIR PAGING WILL BE OVER THE P25 SYSTEM UTILIZING UNICATION PAGERS.

FOR DISPATCH, THEY PROPOSE SYMPHONY CONSOLES AND AN EXECOM LOGGING RECORDER.

THEY OFFER ALL BAND RADIOS FOR PUBLIC SAFETY AND SINGLE BAND RADIOS FOR NON PUBLIC SAFETY.

MOTOROLA'S PROPOSED SYSTEM DESIGN IS A THREE SITE, FOUR CHANNEL, 700MHZ SYSTEM WITH GUARANTEED SERVICE AREA COVERAGE OF 95%.

THEIR REDUNDANCY WITH GEO REDUNDANT CORE IN THE CITY AT FRANKLIN POLICE DEPARTMENT AND IN THE COUNTY AT APEX ONE.

THEIR CONNECTIVITY IS A MICROWAVE STAR TOPOLOGY.

THEIR PAGING WILL BE OVER THE P25 SYSTEM UTILIZING COMMUNICATION PAGERS.

FOR DISPATCH THEY PROPOSE AVTECH CONSOLES AND EVENTIDE LOGGING RECORDER.

THEY ALSO PROPOSED DUAL BAND RADIOS FOR PUBLIC SAFETY AND SINGLE BAND RADIOS FOR NON PUBLIC SAFETY.

OKAY, HERE WE ARE FOR THE DOLLARS FOR THE BAFO PRICING THAT WAS PROVIDED.

THE DESIGN AND IMPLEMENT LINE REPRESENTS THE TOTAL PROPOSED SYSTEM COST.

JVC KENWOOD'S PRICE IS AT 7,999,000 L3, HARRIS AT 11,706,000, AND MOTOROLA AT 9,191,000. THIS COST REPRESENTS THE TOTAL SYSTEM COST OF WHICH, IF THE MOU THAT MR. THROWER JUST PRESENTED IS ACCEPTED, THE COUNTY'S RESPONSIBILITY WILL BE 67%.

UNDER THE EVALUATION, THE ALLOCATION OF POINTS IS AS FOLLOWS.

PRICING HAD A TOTAL ALLOWABLE POINTS OF 30.

FOR THE TECHNICAL CATEGORY, 70 POINTS WERE ALLOWED.

THE REVIEW TEAM OPTED TO UTILIZE THE ORAL PRESENTATION WITH THE ADDITION OF FIVE POINTS, SO TOTAL EVALUATION POINTS OUT OF 105.

JVC KENWOOD SCORED 100.04 POINTS, L3 HARRIS 92.93 AND MOTOROLA AT 96.19.

USING THE METHODOLOGY AND THE RFP AND THE ALLOCATION OF POINTS, CTA AND THE FRANKLIN SOUTHAMPTON REVIEW TEAM RECOMMEND USING RECOMMEND ISSUING A NOTICE OF INTENT TO AWARD TO JVC KENWOOD TO PROCURE AN 800MHZ SYSTEM WITH FOUR RF SITES AND FOUR CHANNELS.

THE TEAM UNANIMOUSLY, UNANIMOUSLY AGREED.

JVC KENWOOD WAS RANKED HIGHEST IN OVERALL SCORING.

THEY MEET THE RFP REQUIREMENTS, COMPLY WITH THE COVERAGE REQUIREMENTS, AND OFFER AN ENHANCED SYSTEM REDUNDANCY.

AN ESTIMATED TIMELINE FOR THIS PROJECT.

WITH THEIR EVALUATION COMPLETE IN MARCH, WE BELIEVE THAT WE COULD FINALIZE A CONTRACT IN APRIL.

THIS WILL ALLOW THE TEAM TO DO THE ENGINEERING REQUIRED FOR THE DETAILED DESIGN REVIEW IN AUGUST OF THIS YEAR, ALLOWING THEM TO COMPLETE ALL OF THE RADIO EQUIPMENT STAGING AT THE MANUFACTURER SITE IN APRIL OF NEXT YEAR.

THEN THAT EQUIPMENT WILL BE SHIPPED TO THE DIFFERENT SITES AND INSTALLED, WHICH ALLOWS COVERAGE TESTING TO HAPPEN IN SEPTEMBER OF NEXT YEAR.

AND THIS IS THE POINT THAT IS VERY IMPORTANT THAT THE FOLIAGE WINDOW IS VERY SHORT IN OUR AREA FROM MAY TO SEPTEMBER.

THAT ALLOWS US TO DO THE TESTING WHILE THE LEAVES ARE ALL IN THE TREES FOR THE HIGHEST AMOUNT OF INTERFERENCE.

THAT COULD HAPPEN IN A SYSTEM.

WE WANT TO GET THROUGH THAT TESTING PERIOD.

THEY CAME FROM ALL THE VARIOUS REGIONS BY COUNTIES.

WE SELECTED THOSE THAT WERE CLOSEST TO YOU, WHICH WAS BASICALLY THOSE FOUR REGIONAL COUNTY AREAS OUT OF 13.

AND THEN WE DID A LOT OF COMPARATIVE WORK, AND NONE OF THIS IS NEW.

CITIZENS HAVE SEEN IT, YOU ALL HAVE SEEN IT.

JUST WANTED TO MAKE SURE EVERYBODY KNEW THAT WE HAVE A NUMBER OF SECTIONS, THIS ONE POLICY IMPLEMENTATION AND REVIEW.

AND PART OF THOSE REASONS, FUND BALANCES TIE IN TO THINGS LIKE HAVING TO PUT CERTAIN MONIES ASIDE FOR SPENDING, WHETHER IT'S

PROJECTS LIKE THE ONE WE JUST TALKED ABOUT TO MAKE SURE THE DOLLARS ARE THERE.

AND THEN ALSO THE BIG ONE IS THE UNASSIGNED FUND BALANCE.

AND THAT BASICALLY IS YOUR RAINY DAY FUND.

ONE OF THE REASONS WHY YOU HAVE A NEED UNASSIGNED FUND BALANCE IS BECAUSE YOU DO NOT SPEND MONEY THE SAME EVERY MONTH. MONEYS DO NOT COME IN THE SAME EVERY MONTH.

AND THAT'S WHY EVERY COUNTY IN VIRGINIA, FOR THAT MATTER, EVERY COUNTY IN THE COUNTRY OPERATES THAT WAY.

BECAUSE, AS YOU KNOW, YOU DO NOT TAKE IN YOUR COLLECTIONS IN TERMS OF TAXES ONCE A MONTH.

YOU DO THEM LIKE MOST COUNTIES, EITHER ONCE OR TWICE A YEAR.

SO THERE'S TIMES WHEN YOU HAVE MORE DOLLARS, LESS DOLLARS.

THAT UNASSIGNED FUND BALANCE IS THERE FOR YOU.

SO WE DO NOT HAVE TO GO TO THE LOCAL BANK AND BORROW MONEY TO MAKE PAYROLL.

THAT MAKES NO SENSE.

THAT'S PART OF WHY YOU HAVE THESE RESERVES.

SECOND REASON YOU HAVE THESE RESERVES IS BECAUSE IT ALLOWS LENDERS TO SEE THAT IN THE CASE OF A CRISIS, LIKE WAS JUST TALKED ABOUT WITH REGARD TO, LET'S SAY, A HURRICANE OR SOMETHING LIKE THAT, YOU'RE IN THE MODE WHERE YOU DON'T AGAIN.

THEY HAVE TO GO TO THE BANK AND HOPE TO GET SOME MONEY ON EMERGENCY BASIS.

YOU'VE GOT THOSE DOLLARS THERE TO CARRY YOU THROUGH, HOPEFULLY UNTIL FEMA OR OTHER THINGS COME ALONG.

SO THOSE ARE JUST A COUPLE OF EXAMPLES.

AND SO AGAIN, THE THIRD THING PEOPLE HAVE TO REALIZE IS RIGHT NOW WE ARE EARNING OR SHOULD BE EARNING AN INTEREST RATE THAT IS VERY SUBSTANTIAL.

THE STATE HAS THE LOCAL GOVERNMENT INVESTMENT POOL THAT IS EARNING TODAY OVER 5.4%.

SO AGAIN, I DON'T KNOW WHAT THE COUNTY PER SE EARNS ON ITS MONEY, BUT CERTAINLY THAT KIND OF RANGE IS WHAT SHOULD BE EARNED.

AND IF THAT'S THE CASE, THAT IS VERY STRATEGIC.

THAT GOES BACK TO THE GENERAL FUND, HELPS WITH KEEPING PRESSURE DOWN OFF YOUR TAXES.

SO I JUST WANT TO GIVE YOU A SENSE OF THAT YOUR UNASSIGNED FUND BALANCE AT THE END OF 24, AS WE ESTIMATE, IT'S GOING TO BE SLIGHTLY UNDER 25%.

THAT'S A SOLID NUMBER.

THERE IT IS, 24.1 ESTIMATED LAST YEAR IT WAS ABOUT 24.9.

AND YOU COULD SEE HOW ALL THIS LOOKS.

WE ARE RECOMMENDING, MR. CHAIRMAN, MEMBERS OF THE BOARD THAT WE HAVE A POLICY OF 25%.

WELL RUN GOVERNMENTS ARE IN THAT MODE.

IT'S NOT THAT YOU'RE NOT WELL RUN, BUT AGAIN, YOU'RE VERY RURAL.

SO AS A RESULT, THAT DOESN'T ALWAYS HAPPEN IN RURAL AREAS.
