MY REACTION IS, OF COURSE, THAT ANY AND ALL COMPANIES IN CHINA ARE CONTROLLED BY THE CCP, THE CHINESE COMMUNIST PARTY, AND THEY ARE DEFINITELY NOT OUR FRIENDS.

WE DO NOT NEED THEM SETTING UP ANY KIND OF WAREHOUSE COMPLEX ANYWHERE IN SOUTHAMPTON COUNTY, A PLACE WHERE COMMUNICATIONS MONITORS OF ALL KINDS CAN BE CONSTRUCTED ONLY 50 MILES FROM THE LARGEST NAVAL BASE IN THE WORLD, ONLY 60 MILES FROM OCEANA NAVAL AIR STATION, 50 MILES FROM LANGLEY, FORT EUSTIS, AND 50 MILES FROM FORT GREG ADAMS, WHICH WAS FORMERLY KNOWN AS FORT LEE IN PETERSBURG.

THESE ARE ALL MAJOR US MILITARY FACILITIES VITAL TO OUR HOMELAND SECURITY AND VITAL TO OUR NATIONAL DEFENSE BECAUSE OF THE OFFICIAL WHITE HOUSE POLICY THESE DAYS.

WE'VE ALREADY BEEN INVADED BY MILLIONS OF ILLEGAL ALIENS THE PAST THREE YEARS, MANY OF THEM FROM CHINA.

SOME OF OUR ELECTED LEADERS IN CONGRESS HAVE ALLEGEDLY BEEN UNDER THE INFLUENCE OF CHINESE SPIES.

OUR COLLEGES AND UNIVERSITIES ARE HARBORING PERHAPS THOUSANDS OF CHINESE CITIZENS POSING AS STUDENTS, BUT WHO ARE REALLY THIEVES HERE TO STEAL OUR COMPUTER SECRETS AND OTHER VALUABLE INTELLECTUAL PROPERTIES.

WE DO NOT NEED TO BE HELPING THEM BY ALLOWING THEM TO ESTABLISH ANY KIND OF BUILDINGS, ANTENNAS OR OTHER STRUCTURES IN SOUTHAMPTON COUNTY.

TONIGHT, I PROPOSE THAT WE DO EVERYTHING POSSIBLE TO PREVENT THIS FROM TAKING PLACE, EVEN DOWN ZONING, TO PARCEL BACK TO A ONE AGRICULTURAL, IF THAT'S POSSIBLE.

WE WILL CITE AN ACCIDENT THAT HAPPENED A COUPLE OF DAYS AGO WHEREIN A CAR WAS TOTALED.

TWO PEOPLE WERE INJURED BECAUSE THEY WERE TAILGATING.

AND WHEN THE PERSON PUT BRAKES ON TO STOP, THEY THEY GOT JAMMED FROM THE BACK AND THE CAR IS TOTALED.

THERE ARE ONGOING EXPENSES WITH MEDICAL TREATMENT, ALL BECAUSE THERE IS NO POLICING AND THERE IS NO WAY TO SOLVE THIS PROBLEM EXCEPT GO TO THE HEAD.

WE CAN SUGGEST TO YOU TO LOOK AT PUTTING SPEED BUMPS IN BECAUSE THERE ARE STILL CHILDREN GOING TO SCHOOL AND THERE WILL BE SCHOOL BUSSES COMING DOWN IN A FEW DAYS.

WE WANT TO TRY TO PREVENT ANY FURTHER FATALITIES.

OVER THE LAST FIVE YEARS, THERE'S BEEN AT LEAST FIVE.

611 DNA HIT 635 TO THE RIGHT, GO UP TO PETERSBURG OR THEY HIT 635 AND COME BACK INTO FRANKLIN.

AND WE ARE HAVING ALL KINDS OF 18 WHEELERS, LOG TRUCKS, EVERYTHING IMAGINABLE, 24 HOURS A DAY NOW IS COMING THROUGH THERE. AND THEY'RE NOT STOPPING WHERE YOU HAVE THE BREAKS IN THE YELLOW PAVEMENT.

THEY DON'T PAY THAT NO ATTENTION.

AND HE HAD A HABIT OF WALKING BAREFOOTED AND I WOULD TRY TO WALK BAREFOOT.

BUT A CITY GIRL CANNOT WALK BAREFOOTED ON ROCKS AND DIRT.

UM, I WAS COMING HOME FROM A PROCEDURE THAT MY DAUGHTER HAD TO DRIVE ME HOME BECAUSE THEY HAD SEDATED ME AND I WAS TURNING IN MY DRIVEWAY.

SHE WAS DRIVING, TURNING INTO MY DRIVEWAY.

THIS DODGE RAM TRUCK JAMMED US IN THE BACK AND DEPLOYED THE BATTERIES AND WHATNOT.

YOU COULDN'T EVEN MOVE THE CAR.

THE CAR HAD TO BE TOWED IN THE YARD.

UM. FURTHER LOOKING.

THIS GENTLEMAN HAD THREE KIDS IN THE CAR.

THE SMALLEST THE OLDEST ONE WAS PROBABLY FOUR YEARS OLD.

AND AFTER MY DAUGHTER AND I REALIZED THAT WE WERE NOT BLEEDING AND DIDN'T HAVE ANY BROKEN LIMBS.

MY THOUGHTS WERE, I AM GLAD HE HIT US BECAUSE I WAS FEARFUL OF WHAT HE MIGHT HAVE ENCOUNTERED FURTHER DOWN THE ROAD WITH THOSE KIDS.

THE TOTAL CONSTRUCTION CONTRACT, INCLUDING CHANGE ORDERS, NOW STANDS AT $23,371,464.14.

A COPY OF THE LATEST CERTIFIED PAY APPLICATION IS ATTACHED.

AND WE PROCESSED AT THIS WRITING THE CONTRACTOR'S FIRST 21 PAY APPLICATIONS AND PAID THEM $15,993,700.49.

THE NEWSOME CDBG PROJECT, AS YOU KNOW, WE HAVE MONTHLY MANAGEMENT TEAM MEETINGS.

WE HAD OUR LAST ONE WEDNESDAY, AUGUST 9TH.

WORK IS COMPLETE ON 23200 AND 22402 THOMASTON ROAD, WHICH IS INCLUDED IN THE REHAB ROUND ONE.

ROUND TWO, WILL BE STARTING SOON.

I DID SIGN THE PERFORMANCE AGREEMENT AND ACTUALLY HAVE SIGNED THE DEMO CONTRACT WITH BAXTER BROTHERS, SO THEY SHOULD BE STARTING ON THAT ANY TIME NOW. THE EDGEHILL [INAUDIBLE] PROJECT.

JAMIE WEISE WITH KIMLEY-HORN IS MANAGING THE PROJECT FOR THE COUNTY, AND WE'RE USING OUR ARPA MONEY FOR THAT PROJECT.

I SIGNED THE CONTRACT WITH TRI-STATE UTILITIES TO DO THE WORK ON JULY 18TH.

WORK STARTED EARLIER THIS MONTH AND WORK IS EXPECTED TO BE COMPLETED BY THE END OF THIS CALENDAR YEAR.

THE BOYKIN SEWER REPAIR PROJECT, JAMIE WITH KIM KIMLEY-HORN IS ALSO MANAGING THE PROJECT AND WE'RE ALSO USING OUR ARPA FUNDING FOR THAT PROJECT. THE INTENT IS TO REPAIR SEWER LINES ON MAIN STREET AND.

THE CONTRACT WITH TRI-STATE UTILITIES WAS SIGNED AUGUST 15TH.

WE ANTICIPATE TO START BY THE END OF THE MONTH AND WORK IS EXPECTED TO BE COMPLETED VERY SOON IN MID TO LATE SEPTEMBER OF NEXT MONTH.

UM, THEY WERE HERE AT YOUR FEBRUARY 28TH MEETING AS WELL AS YOUR JUNE 27TH MEETING.

NEXT STEPS ON THE PROJECT.

WE DID ISSUE THE REQUEST FOR PROPOSALS.

ON JULY 25TH.

A PRE-BID MEETING WITH THE VENDORS WAS HELD ON AUGUST 16TH.

PROPOSALS ARE DUE BY OCTOBER 20TH.

THE EVALUATION COMMITTEE AND CTA WILL THEN EVALUATE PROPOSALS OVER THE NEXT SEVERAL MONTHS.

CTA ANTICIPATES THE CITY AND THE COUNTY SIGNING A CONTRACT WITH A VENDOR IN MAY OF 24 AND AGAIN IMPLEMENTATION IS EXPECTED TO COMMENCE IN JUNE OF 24 AND LAST NEARLY TWO YEARS, AND END IN MARCH OF 26.
