I WOULD LIKE TO TAKE A MINUTE TONIGHT TO RAISE A FEW POINTS ABOUT AN ISSUE THAT IS VERY IMPORTANT TO ME. THAT IS FARMLAND. MORE SPECIFICALLY. MORE SPECIFICALLY, OUR FARMLAND IS SOLD TO FOREIGN INVESTORS, IN THIS CASE, CHINA. I'M VERY PASSIONATE ABOUT PRESERVING OUR FARMLAND BECAUSE ONCE LOST, IT WILL BE GONE FOREVER. NOT ONLY IS IT A MATTER OF NATIONAL SECURITY BEING ABLE TO FEED OUR OWN PEOPLE. BUT IN OUR COUNTY, IT AFFORDS US A WONDERFUL RURAL PLACE TO LIVE. I'M NOT SURE THAT WHAT I AM TALKING ABOUT IS FACTUAL BECAUSE WHAT I HAVE HEARD IS RUMORS. HOWEVER, WHAT I HAVE HEARD, IF WHAT I HAVE HEARD IS TRUE. IT'S ALARMING, IN MY OPINION, AND UN-AMERICAN. I WAS TOLD THAT DEERPATH FARMS, WHICH WAS PREVIOUSLY OWNED BY MR. HUTCHINS, HAS BEEN SOLD TO A CHINESE COMPANY THAT IS PLANNING TO PUT SOME TYPE OF STORAGE FACILITY THERE THAT WOULD HAVE SOMEWHERE. [00:05:09] WELL, I'VE HEARD ANYWHERE FROM 50 TRUCKS TO A THOUSAND TRUCKS A DAY, AND IT JUST SHOWS YOU HOW WIDE THE RUMORS ARE. COMING IN AND OUT OF IT. IF THIS HAS ANY TRUTH TO IT, THEN I HOPE THAT IT IS NOT TOO LATE TO PUT A STOP ON IT. I HAVE SEVERAL REASONS THAT I BELIEVE IT IS THE WRONG PLACE FOR SUCH A FACILITY AND A POORLY THOUGHT OUT DECISION. ONE, THIS PARCEL HAS HOUSING ON BOTH SIDES OF BUSINESS 58 AND BOTH DIRECTIONS FROM THE SITE AND A HOUSING DEVELOPMENT DIRECTLY BEHIND IT. NUMBER TWO, IT IS A NEW MULTI-MILLION DOLLAR CHURCH RIGHT DIRECTLY ACROSS THE ROAD FROM US. THREE, IT HAS THE NEWEST CANTONESE ELEMENTARY SCHOOL ON THE WEST SIDE OF THE PROPERTY. BEFORE THERE'S A CONFEDERATE CEMETERY LOCATED WITHIN THE PROPERTY. YOU'LL FIND IF YOU LEAVE THIS PROPERTY AND HEAD BACK TO 58 BYPASS AND TRY TO TURN EAST, WHICH I'VE SEEN THE DIRECTION MOST TRUCKS USING THIS FACILITY WILL BE TRAVELING. YOU'LL HAVE TO SIT THERE AT THEIR STOP SIGN AND HAVE TO WAIT FOR SEVERAL MINUTES BEFORE YOU CAN GET TRAFFIC CLEAR IN BOTH DIRECTIONS TO CROSS OVER AND HEAD EAST. MULTIPLY THAT BY HAVING TWO TRACTOR TRAILERS PER DAY. THAT FACILITY WOULD BE. WHAT THAT REALLY MEANS IS THAT YOU WILL BE ASKING THE TAXPAYERS OF THE COUNTY TO COME UP WITH ANOTHER. I DON'T KNOW EXACTLY WHAT THAT NUMBER WOULD BE. $15 MILLION FOR AN OVERPASS TO BUILD AN OVERPASS TO HANDLE THE TRAFFIC. THIS WOULD ALSO LEAD TO A SEVERE REDUCTION IN FUNDING FOR ANY OF OUR OTHER ROADS IMPROVEMENTS THAT ARE SO DESPERATELY NEEDED. RIGHT. THE COUNTY BY THE CITIZENS THAT HAVE LIVED HERE ALL OF OUR LIVES AND ANY BUSINESS OF THIS NATURE WOULD BE MUCH BETTER LOCATED AT EITHER THE INDUSTRIAL PARK, THE BUSINESS PARK HERE ON 58 BEHIND HARDEES OR 671 CORRIDOR VIA THE EDGE OF FRANKLIN, WHICH SEEMS TO BE WHERE A LOT OF THE NEW BUSINESSES HAVE BEEN BEING BUILT. AND NUMBER SEVEN, THIS PROPERTY IS WITHIN 60 MILES OF THE WORLD'S LARGEST NAVAL BASE. NO FOREIGN ENTITY SHOULD BE ALLOWED TO OPERATE ANYWHERE NEAR THERE. WHY IN THE WORLD WOULD WE EVEN CONSIDER LETTING SOMEONE PUT OUR, AN INDUSTRIAL SITE IN THE MIDDLE OF THIS AREA WHEN ALL OF THE OTHER OPTIONS ARE ALREADY THERE AND IN PLACE? WHEREVER THEY END UP AT. IF IT'S IN SOUTHAMPTON COUNTY, I HOPE THAT WE DON'T OFFER THEM A REDUCTION IN MACHINERY TOOLS OR OTHER TAXES TO ATTRACT THEM HERE. OUR CITIZENS THAT ARE HERE PAY IN FULL EVERY YEAR, AND ANYONE ELSE THAT COMES HERE SHOULD HAVE TO DO THE SAME AS WELL. DON'T BE ALARMED. IT'S PROBABLY ONLY MR. CUTCHINS TURNING OVER IN HIS GRAVE. IT IS MY UNDERSTANDING THAT THE PLANNING COMMISSION IS CURRENTLY GOING THROUGH A COMPREHENSIVE PLAN UPDATE. AND PART OF THAT MEANS THAT THEY WILL GO TO DIFFERENT PARTS OF THE COUNTY AND THEY WILL GET INPUT FROM THE CITIZENS. AND THEN THEY WILL PUT IT ALL TOGETHER. [00:10:01] IN 2014, 15 AND 16, WHEN WE WERE GOING THROUGH THE PROCESS OF HEARING CITIZENS INPUT ON THE REZONING OF DEER PARK. DEER PARK FARMS, WHICH WAS RESIDENTIAL AT THE TIME. IT WAS IN THE COMPREHENSIVE PLAN TO BE RESIDENTIAL. THE PLANNING COMMISSION AT THE TIME RECOMMENDED TO THE BOARD OF SUPERVISORS TO KEEP IT AS A COMPREHENSIVE PLAN STATED AND TO KEEP IT RESIDENTIAL. WE WENT TO A 3 OR 4 HOUR MEETING. I DON'T KNOW WHO WAS THERE WAS ANYBODY AT THAT MEETING. WE'VE LISTENED TO A LOT OF PEOPLE THAT NIGHT COME UP AND GIVE THEIR INFORMATION AS TO WHY WE SHOULD HAVE IT AND WHY WE SHOULD NOT HAVE IT. AND AFTER EVERYBODY SPOKE, THERE WAS A CALL FOR A VOTE. THERE WAS NO DISCUSSION. AND THE BOARD OF THE SUPERVISORS AT THE TIME VOTED TO OVERTURN THE PLANNING COMMISSION, OF WHICH I BELIEVE EACH OF YOU GETS TO APPOINT SOMEBODY ON THAT PLANNING COMMISSION AND OVERTURN WHAT THE COMPREHENSIVE PLAN WANTED. THE CITIZENS WANTED. THE PLANNING COMMISSION WANTED. THEY SPENT A LOT OF TIME GOING THROUGH THAT PROCESS. SO I ASK OF YOU BOARD OF SUPERVISORS TO MAKE A PROCLAMATION AS TO WHETHER YOU'RE GOING TO CONTINUE FROM THIS YEAR AND FIVE YEARS AND 50 YEARS TO SUPPORT WHAT YOUR COMPREHENSIVE PLAN STATES. AND WHAT THE PLANNING COMMISSION RECOMMENDS. THE PROFFERS THAT WENT WITH THAT LAND WHEN THE LAND SOLD. WELL, WHEN IT WAS REZONED AND WHEN IT WAS SOLD, IT IS MY UNDERSTANDING THAT THE PEOPLE WHO WILL NOW DEVELOP THIS PROPERTY HAVE TO ABIDE BY THE PROFFERS THAT THEY STATED. SO MY QUESTION IS, WHO IS THE POLICE OF THE PROFFERS? WHO'S ACCOUNTABLE FOR MAKING SURE THAT THE PEOPLE WHO PURCHASE THE LAND ARE GOING TO DO WHAT WENT WITH THE PROFFERS. SO I DON'T KNOW WHO THAT IS. I BELIEVE IT'S THE COUNTY. I DON'T KNOW SPECIFICALLY WHO THAT IS. SO I IMPLORE YOU TO ENSURE THAT THE BUFFERS AND ALL OF THE THINGS THAT WENT WITH THAT ARE DONE AS THEY SAID THEY WERE GOING TO DO. FOSSELLA PROPOSED SOMETHING LIKE 935 OR 985 HOME SITES ON THAT PROPERTY, THAT LOT BEING SMALLER THAN A QUARTER ACRE AND SOME MULTI STOREY MULTIFAMILY UNITS. AND AT THE TIME THE BOARD FELT LIKE SOUTHAMPTON COUNTY DIDN'T NEED OR COULDN'T AFFORD THAT MANY RESIDENTIAL UNITS. HISTORICAL FACT THAT ON THE NATIONAL AVERAGE, THE AVERAGE SINGLE FAMILY HOME COST 130% OF THE TAXES THAT THEY GENERATE. SO ANY PROPERTY, ANY RESIDENTIAL PROPERTIES BUILT ON THAT WOULD HAVE COST THE REST OF THE CITIZENS. PAY THE 30% DIFFERENCE. PREVIOUS BOARD OF SUPERVISORS DISAPPROVED OF THAT RESIDENTIAL PROJECT. THEN WHEN IT CAME ALONG WITH REZONE TO INDUSTRIAL. I WAS PLEASED BECAUSE I'M CHAIRMAN OF THE INDUSTRIAL DEVELOPMENT AUTHORITY AND I'M OPPOSED TO, IN GENERAL, USING AGRICULTURAL LAND FOR ANYTHING OTHER THAN AGRICULTURE. BUT IT SEEMED LIKE A PRETTY GOOD DEAL, EVEN THOUGH NOT THE BEST LOCATION. [00:15:03] INDUSTRIAL AND COMMERCIAL PROPERTIES USUALLY PAY THEIR FULL TAX RATE RATHER THAN ONLY 70%, LIKE RESIDENTIAL. AND I'M ALSO CONCERNED THAT WHO'S GOING TO ENFORCE THE PROFFERS? I KNOW WE HAVE A HISTORY OF WRITING OFF PRIOR PROPERTIES IN THE PAST AND LETTING RESIDENTIAL DEVELOPERS GET AWAY WITH NOT FINISHING THE STREETS THAT THEY PROPOSED TO PAVE. I LEARNED THAT WHEN I WAS ON THE TRANSPORTATION COMMITTEE. THERE ARE RESIDENTIAL UNITS AROUND HERE WITH HOLES BIG ENOUGH TO SINK A SCHOOL BUS IN BECAUSE THE DEVELOPER NEVER PAVED THE STREET. SO WE HAVE A HISTORY OF NOT ENFORCING PROPERLY. AND WITH THAT IN MIND, I WOULD JUST LIKE TO SAY THAT I'M NOT AS OPPOSED TO THIS INDUSTRIAL DEVELOPMENT AS SOME OF THE PEOPLE WHO LIVE NEAR IT. BUT I FEEL LIKE PUTTING IT RIGHT NEXT TO THE SCHOOL AND RIGHT ACROSS THE STREET FROM A $5 MILLION CHURCH IS NOT THE BEST USE OF THE PROPERTY, BUT I FEEL LIKE IT'S A BETTER USE THAN RESIDENTIAL. THE ZONING WAS PUT IN PLACE YEARS AGO. WE HADN'T GOTTEN ANY SITE PLANS. THIS TRANSACTION JUST WENT THROUGH. SO THIS IS LIKE ANY OTHER LAND TRANSFER THAT OCCURS IN ANY OTHER JURISDICTION. SO THE CORRECT WHEN THE COUNTY AND CORRECT ME IF I'M WRONG, BUT WHEN THE COUNTY REZONE THAT THERE WERE PROFFERS PUT IN PLACE FOR A TRANSPORTATION STUDY TO BE DONE AND PAID FOR BY THE DEVELOPER, ANY TRANSPORTATION IMPROVEMENTS TO BE DONE AND PAID FOR BY THE DEVELOPER, WATER AND SEWER STUDIES DONE AND EXTENSIONS TO BE PAID FOR BY THE DEVELOPER. SO THERE ARE A LOT OF CONDITIONS, DESIGN GUIDELINES, LANDSCAPING REQUIREMENTS, OUR COMMUNITY DEVELOPMENT DEPARTMENT, WHEN THEY GET A SITE PLAN, THEY GO THROUGH ALL THAT. THEY MAKE SURE THAT ANYTHING IS INCLUDED IN THE PROFFERS, HAVE TO BE INCLUDED IN THE SITE PLAN AND ENFORCED. SO THERE ARE SOME PROTECTIONS BUILT IN. BUT WITH THAT SAID, WE HADN'T, WE HAVE NOT GOTTEN ANY KIND OF ZONING PERMITS FOR THIS NEW LAND OWNER. SO WE KNOW ABOUT AS MUCH AS YOU ALL KNOW HERE. THERE WERE ONLY TWO RECOMMENDATIONS FROM THE PLANNING COMMISSION THAT WERE NOT THE BOARD DID NOT GO ALONG WITH IN 34 YEARS. THIS WAS ONE OF THEM. THE PLANNING COMMISSION VOTED NO. THE BOARD OVERTURNED THAT. THIS IS ONE OF 2 IN 34 YEARS. [00:20:07] I HAVE ALWAYS FELT AND I THOUGHT WHAT I'D SAY TONIGHT I'M GOING TO SAY IT ANYWAY. I'VE ALWAYS FELT THAT THIS ZONING WAS DONE ILLEGALLY. BECAUSE THE BOARD OF SUPERVISORS AGREED IN THIS BACK ROOM TEN FEET BEHIND ME IN CLOSED SESSION. NUMBER ONE, TO ACCEPT THIS PROJECT WITH ONLY ABOUT 20% OF THE PROJECT IN FRONT OF THEM. NUMBER TWO, TO IGNORE WHAT THE PLANNING COMMISSION SAID TO OVERTURN IT. THE PLANNING COMMISSION SAYS NO. AND NUMBER THREE, TO IGNORE ANY PUBLIC COMMENT. ABOUT THIS. NOW, THERE WERE SEVEN OF US BACK THERE. AND I SAID NO. AND THE FIRST TIME I'VE EVER HEARD GLENN UPDIKE SAY SOMETHING, HE SAID, HELL NO. EXCUSE ME? 13 MILLION. EXCUSE ME. AND THE TOTAL WILL BE 18.5 MILLION. NOW, I THINK WE NEED TO DISCUSS THAT BECAUSE THE 5.5 MILLION, THIS GOES STATE, 5.5 MILLION. BUT THE 13 MILLION THAT'S GOT TO GO UP 6% A YEAR, WHICH IS ABOUT $750,000. ONCE YOU FIGURE HOW MUCH IT IT GOES UP. THAT'S WHAT HAPPENED WITH THE COURTHOUSE. SO IF THAT DELAYED THREE YEARS, THAT THAT 13 MILLION IS GOING TO BE 15 OR 16. SO I UNDERSTAND WE HAVE DAVENPORT INVOLVED HERE. SO I THINK WE NEED TO THIS BOARD NEEDS TO DECIDE WHAT IS THE FEASIBILITY OF THIS BEFORE WE PAY A LOT OF FEES TO DAVENPORT TO LOOK AT. SO ONCE YOU START BUILDING IN THE TIMELINES, BECAUSE AS FAR AS WE'RE AWARE, THERE'S NO ENGINEERING OR ARCHITECTURE DONE ON THIS PROJECT. THERE'S NO SITE PICKED OUT.
