SO WE HAVE WHAT'S CALLED DUAL CORE CAPABILITY. THAT MEANS THAT WE HAVE REDUNDANCY BACKUP SHOULD ONE PART OF THE SYSTEM FAIL. IF THE SUFFOLK PART OF THE SYSTEM FAILS, WE BACK UP OVER TO YORK COUNTY, SO FORTH AND SO ON. AN EXAMPLE OF HOW WE USE THAT CAN BE FOUND KIND OF WHAT WE'RE DOING HAD TO DO IN THE LAST COUPLE OF WEEKS. OUR 9-1-1 CENTER HAD TO BE EVACUATED TWO FRIDAYS AGO BECAUSE OF AN HVAC ISSUE. OUR DISPATCHERS HAVE BEEN WORKING FOR THE LAST TWO WEEKS OVER IN YORK COUNTY, AND IF WE WOULDN'T HAVE TOLD ANYBODY, WE WOULDN'T HAVE TOLD OUR RESPONDERS OR THE PUBLIC THAT WHEN IT HAPPENED, YOU WOULDN'T NOTICE THE TRANSITION. OUR DISPATCHERS HAVE WORKED OVER THERE. WHEN I WAS IN THE 9-1-1 CENTER, WE WORKED OVER THERE IN 2018 WHEN OUR CENTER WAS BEING RENOVATED, AND THEN EVEN MORE RECENTLY, LIKE I SAID, IN THE LAST TWO WEEKS. WE WERE ABLE TO TRANSITION SEAMLESSLY IN ABOUT 45 MINUTES. THIS WAS GOING TO BE A PLANNED TRANSITION TO HAPPEN THE FOLLOWING MONDAY AFTER WE EVACUATED, BUT BECAUSE OF SOME MORE EMERGENT ISSUES THAT HAPPENED, WE HAD TO DO IT A LITTLE BIT QUICKER. SO WE WERE ABLE TO DO IT IN 40. IF PART OF OUR SYSTEM WERE TO FAIL, LIKE I SAID, HAVING THAT DUAL CORE REDUNDANCY DOES GIVE US THE ABILITY TO BACK UP ONTO ANOTHER LEG OF THE SYSTEM. WE'VE HAD A JOINTLY OPERATED 9-1-1 CENTER WITH THE TOWN OF SMITHFIELD, THE TOWN OF WINDSOR AND ISLE OF WIGHT COUNTY SINCE 2004, SOMEWHERE ALONG IN THERE, AND THERE'S A FUNDING FORMULA THAT'S USED TO FUND THAT 911 CENTER. SO THE 911 CENTER GETS FUNDING OBVIOUSLY FROM THE COUNTY AND THEN FROM THE TWO TOWNS, AND THAT'S BASED ON CALL VOLUME AND POPULATION GOING INTO THE RADIO PROJECT. I THINK THAT'S ANOTHER LEG THAT HELPED US DECIDE WHICH WAY WE WERE GOING TO GO TO FIGURE OUT WHO WAS GOING TO PAY FOR WHAT. HAVING THAT GOVERNANCE STRUCTURE ALREADY IN PLACE, THERE WASN'T REALLY A QUESTION ABOUT HOW WE WERE GOING TO. MR. KEATON CAN SPEAK MORE TO THAT. I WASN'T THERE WHEN THAT HAPPENED. THEY PAY FOR THEIR PORTABLE RADIOS FOR THEIR FIREFIGHTERS TO USE THEIR POLICE OFFICERS OR USE OR WHOEVER NEEDS TO BE A SUBSCRIBER ON THE SYSTEM. I THINK WHAT YOU'RE ASKING ABOUT IS DID SUFFOLK OR YOUR COUNTY HAVE TO PAY INTO THE SYSTEM? IS THAT YOUR QUESTION? YES. SO FOR US TO GO ONLINE, THERE HAD TO BE SOME IMPROVEMENTS DONE TO BOTH OF THOSE SYSTEMS, AND THAT'S PART OF THE INFRASTRUCTURE PACKAGE THAT THE COUNTY PAID FOR. CORRECT. THEY MADE A LOT OF THE DECISIONS AS FAR AS MOVING FORWARD MOTOROLA SYSTEM. SO LITERALLY IT WAS ABOUT TWO MONTHS BEFORE I CAME ON BOARD AND THEN WE WORKED THROUGH AND WENT LIVE IN 2018. [00:35:01] THE SYSTEM IS VERY ROBUST, LIKE YOU SAID, WITHOUT HAVING A CONNECTION BETWEEN SUFFOLK AND YORK, WE WOULD HAVE HAD TO AND THEY CALL IT THE BRAIN, BUT WE'D HAVE HAD TO INVEST IN ANOTHER WHOLE SYSTEM THERE TO RUN OUR SYSTEM, BUT BASICALLY WE'RE PIGGYBACKING ON SUFFOLK SYSTEM AND OR YORK COUNTY SYSTEM SO THAT IT'S ONE COMPREHENSIVE SYSTEM AND WE DIDN'T HAVE TO PAY ADDITIONAL COSTS TO HAVE THAT BACKBONE FOR OUR SYSTEM. SO IT'S VERY SEAMLESS. WE CAN BE IN ANY OF THOSE LOCALITIES AND IT'S JUST LIKE TALKING WITHIN THE COUNTY, BUT TO WILL'S POINT, WE BORROWED $8 MILLION IN 2016, AND THEN SMITHFIELD AND WINDSOR PAID FOR THEIR OWN RADIOS. THE COUNTY PAID FOR ALL THE TOWERS. THE 911 CENTER. THE OPERATION OF THE 911 CENTER IS SPLIT WITH THE FUNDING [INAUDIBLE] TO HAVE THE COUNTY PAYS ME AROUND 73%. I BELIEVE SMITHFIELD IS AROUND 20. WINDSOR IS IN SINGLE DIGITS, AND THAT'S HOW WE OPERATE THE 911 CENTER. THE OPERATION OF THE CENTER IS THROUGH THE SHERIFF'S DEPARTMENT. WE ALSO HAVE A BOARD THAT'S COMPRISED OF THE COUNTY AND THE TWO TOWNS, AND THAT BOARD MAKES RECOMMENDATIONS ON, BUT EVERYDAY OPERATION IS DONE BY THROUGH THE SHERIFF'S DEPARTMENT. [INAUDIBLE] IS A CAPTAIN OF THE SHERIFF'S DEPARTMENT, BUT HE IS THE FULL TIME DIRECTOR FOR THE 911 CENTER. SO THE TOWNS PAY FOR THEIR INDIVIDUAL SUBSCRIBERS. THEY PAY FOR THEIR MOBILES AND PORTABLES. I THINK SMITHFIELD'S WAS AROUND 240 SOME THOUSAND? WINDSOR WAS AROUND 60 SOME THOUSAND. THE COUNTY SPENT 8 MILLION. HOW MUCH DID THESE RADIOS RUN? OH, THAT'S BEEN A FEW YEARS SINCE WE BOUGHT THEM, SO I COULDN'T TELL YOU OFF THE TOP OF MY HEAD. YEAH. SO. I DON'T THINK IT WOULD BE APPROPRIATE FOR US TO TELL YOU WHAT WE PAID FOR THEM, BECAUSE OBVIOUSLY THE WAY THE MARKET IS, IT'S GOING TO BE EXPONENTIAL. WHAT I WILL SAY TO THAT POINT, THOUGH, IS YOUR CONSULTANT DRAFTING YOUR RFP CORRECTLY WILL SAVE YOU A LOT OF MONEY. AN EXAMPLE OF THAT, WE HAD TO BUILD AN ADDITIONAL TOWER IN RUSHMERE THAT WE HADN'T ORIGINALLY SPEC'D AT THE BEGINNING OF THE RADIO PROJECT TO MAKE THE LINK OVER TO YORK COUNTY WHEN IT WAS REALIZED THAT NEEDED TO BE DONE, THAT ADDITIONAL COST WAS HANDLED THROUGH THE CONTRACT BY MOTOROLA, WHICH IS THE VENDOR THAT WE CHOSE TO USE AND WE DIDN'T PAY A DIME FOR IT. MOTOROLA ATE THAT COST BECAUSE IT WAS NEEDED TO ENSURE THE QUALITY OF THE RADIO SYSTEM. IN THAT SAME VEIN, I WOULD SAY THAT WHEN YOU'RE WRITING YOUR RFP, YOU NEED TO MAKE SURE AND I'M SURE YOUR CONSULTANT KNOWS THIS TO INCLUDE SOME FORM OF MAINTENANCE AGREEMENT. OUR MAINTENANCE IS HANDLED BY MOTOROLA DIRECTLY. WE DON'T HAVE ANYONE ON STAFF THAT MAINTAINS OUR RADIO SYSTEM. THE RADIO SYSTEM IS MAINTAINED BY MOTOROLA. IF WE HAVE AN ISSUE, THEY KNOW ABOUT IT BEFORE WE DO. FOR THE MOST PART, AND THEY REACH OUT TO US TO LET US KNOW THAT THERE'S AN ISSUE, AND MOST OF THE ISSUES THAT WE HAVE HAD AS FAR AS A TOWER GOING DOWN OR A MICROWAVE BEING OUT OF ALIGNMENT OR WHATEVER IT IS, HAVE BEEN HANDLED WITHIN 2 OR 3 HOURS, NO MORE THAN SIX HOURS. IT'S IN THE SCHOOL SO THAT WE DON'T HAVE ANY DEAD SPOTS BECAUSE MOST NEW BUILDINGS, THEY HAVE A LOT MORE STEEL IN THEM, AND SO THAT'S ONE THING WE FOUND WE'RE ADDING AND I THINK MOST PLACES ARE DOING THAT. THEY'RE HAVING TO ADD THESE THESE BOOSTER ANTENNAS INSIDE THE SCHOOL TO MAKE SURE YOU DON'T HAVE ANY DEAD SPOTS. SAME THING COULD BE TRUE IN AN INDUSTRIAL BUILDING AS WELL. JUST SO THE BOARD'S CLEAR. I ATTENDED THIS PAST THURSDAY ON JUNE 22ND, ONE OF SEVERAL PLANNED TOWN HALL MEETINGS THERE AT THE TOWN HALL THERE IN IVOR WHERE THERE WERE REPRESENTATIVES FROM [INAUDIBLE] AS WELL AS THE ARMY CORPS OF ENGINEERS THERE, WITH INFORMATION FOR THE PUBLIC, AS WELL AS AN OPPORTUNITY FOR THEM TO ASK QUESTIONS ABOUT THIS PROPOSED PROJECT AND HOW THEY WENT THROUGH ELIMINATING THE DOZENS OF PROPOSED REMOTE SITES TO ACTUALLY HAVE IDENTIFIED THIS SITE AS THE ONLY REMAINING SITE THAT THE ARMY CORPS OF ENGINEERS IS RECOMMENDING AS PROPOSED, TO PUT THE LANDFILL. I SAY ALL THAT. THE NEXT PROPOSED PUBLIC COMMENT PERIOD, TOWN HALL MEETING IS SCHEDULED FOR JULY THE 27TH AT 5:00 THERE AT THE TOWN HALL IN IVOR AND I WOULD ENCOURAGE EVERYBODY THAT'S ABLE, TO COME. THAT AFFECTS THE MOST AMOUNT OF WETLANDS OF THE REMAINING OPTIONS THEY HAVE LEFT. IF YOU LOOK AT THE HANDOUTS THEY PROVIDE EVERYBODY, THE IVOR OPTION AFFECTS THE LEAST AMOUNT OF WETLANDS, WHICH OF COURSE, I BELIEVE IS FAVORABLE TO THE ARMY CORPS OF ENGINEERS, AND THE WORK THAT THEY'VE DONE IN ISOLATING THIS 300 ACRE-ISH SITE IS A FAVORABLE ALTERNATIVE. OF COURSE, THERE'S OTHER CONSIDERATIONS TO TAKE INTO ACCOUNT. THEY ANTICIPATE AN ADDITIONAL 90 TO 100 TRUCKS A DAY. TRAVERSE [INAUDIBLE] 460 AS THEY NAVIGATE THE TRASH TO THE SUSSEX COUNTY LINE. IT WAS WELL ATTENDED WITH VERY LITTLE NOTICE GIVEN, I THINK, TO THE RESIDENTS. OF COURSE, THEY ONLY REQUIRED THOSE RESIDENTS THAT LIVED WITHIN A MILE OF THE PROPOSED DUMP SITE TO BE NOTIFIED. WHO MAKES THIS FINAL? WHO MAKES WHO DECIDES? THE ARMY CORPS OF ENGINEERS WOULD DECIDE WHETHER THEY WOULD LET [INAUDIBLE] EXPAND ITS OPERATIONS IN SUFFOLK OR IF THERE IS A MORE SUITABLE SITE, BUT BASED ON MANY ITEMS, WE DO NOT THINK THERE'S ANY WAY THAT SOUTHAMPTON COUNTY WOULD END UP BEING A SUITABLE SITE. THE ARMY CORPS HAS TO ISSUE THE PERMIT AND YOU ALL HAVE THE AUTHORITY TO THROUGH ZONING THAT WOULD HAVE TO APPROVE A CONDITIONAL USE PERMIT TO ALLOW THAT WHICH YOU ALL HAVE ALREADY PASSED A RESOLUTION SAYING THAT IN EFFECT, YOU WOULDN'T. RIGHT? YEAH. SO AGAIN, THIS IS A REQUIRED PROCESS THAT ESSENTIALLY IF YOU WANT TO LOOK THE NUTS AND BOLTS OF IT, THIS ALREADY BEEN DECIDED. THIS IS THE PROCESS THAT THE LAW YOU HAVE TO GO THROUGH.
