WHEREAS THE SOUTHAMPTON COUNTY BOARD OF SUPERVISORS CONVENED A CLOSED MEETING ON THIS DATE PURSUANT TO AN AFFIRMATIVE RECORDED VOTE AND IN ACCORDANCE WITH THE PROVISIONS OF THE VIRGINIA FREEDOM OF INFORMATION ACT.

WHEREAS, SECTION 2.23712D OF THE CODE OF VIRGINIA REQUIRES A CERTIFICATION BY THE BOARD, THAT SUCH CLOSE MEETING WAS CONDUCTED IN CONFORMITY WITH VIRGINIA LAW.

NOW, THEREFORE, BE IT RESOLVED THAT THE SOUTHAMPTON COUNTY BOARD OF SUPERVISORS HEREBY CERTIFIES THAT TO THE BEST OF EACH MEMBERS KNOWLEDGE, ONLY PUBLIC BUSINESS MATTERS LAWFULLY EXEMPTED FROM THE OATH FOR MEETING REQUIREMENTS BY VIRGINIA LAW WERE DISCUSSED IN THE CLOSED MEETING TO WHICH THIS CERTIFICATION RESOLUTION APPLIES, AND ONLY SUCH PUBLIC MATTERS AS WERE IDENTIFIED IN THE MOTION CONVENING.

THE VAST MAJORITY OF THIS APPROPRIATION IS THE ANNUAL LEASE PAYMENT FOR THE FORMER [INAUDIBLE] ELEMENTARY SCHOOL FOR USE AND CONTEMPORARY COURTS BUILDING.

TOTAL GENERAL FUND REVENUES DECREASED APPROXIMATELY 2.9 MILLION FROM THE PRIOR YEAR, WHICH WAS BASICALLY THE COUNTY'S CARES FUNDING IN FISCAL YEAR 21, THE COUNTY'S LARGEST REVENUE SOURCE IS PROPERTY TAXES AT 60%.

INTERGOVERNMENTAL REVENUES REPRESENT THE SECOND LARGEST WHICH ARE YOUR REVENUES FROM THE STATE AND FEDERAL GOVERNMENT AT 22% OF YOUR TOTAL REVENUE? THE GENERAL FUND EXPENDITURES DECREASED APPROXIMATELY 2.9 MILLION, WHICH WAS THE SAME AS THE INCREASE.

WHICH PUBLIC SAFETY REPRESENTED A DECREASE OF 1.1 MILLION, WHICH OF COURSE A LOT OF THE CARES FUNDING WAS SPENT ON PUBLIC SAFETY IN THE PRIOR YEAR PER GUIDELINES PAGES 16 AND 17 SHARE THE COUNTY'S PROPRIETARY FUNDS, WHICH THE ENTERPRISE FUND'S TOTAL NET POSITION INCREASED APPROXIMATELY 355,000.

HOWEVER, DEPRECIATION IS 1.2 MILLION IN THERE SO WITHOUT DEPRECIATION, NET POSITION WOULD HAVE INCREASED 1.6 MILLION.

PAGES 19 AND 20 ARE THE FIDUCIARY FUND STATEMENTS WHICH WERE NEW THAT WE ADDED LAST YEAR FOR THE NEW STATEMENT.

AND AS A NET MENTIONED, YOUR LONG TERM DEBT SCHEDULE CAN BE FOUND ON PAGE 44.

WITH THE INCREASES THIS YEAR FOR THE EXTRA FUNDING FOR THE COURTHOUSE AND SOME VEHICLE PURCHASES AND EQUIPMENT.

AND THAT WAS MY FEAR WHEN THEY CAME TO ME IN THIS YEAR BECAUSE I WAS ON THE VERGE OF GETTING, YOU KNOW, BALLOTS PRINTED AND GETTING READY FOR ABSENTEE VOTING.

AND I ASKED THEM IF THEY WOULD PLEASE WORK WITH ME THROUGH THE NOVEMBER ELECTION CYCLE.

SO, YES, I THINK IT WOULD BE ADVANTAGEOUS TO EVERYONE IF WE HAD CONTRACTS WITH EVERY SINGLE POLLING PLACE.

THAT BEING SAID, I ALSO I REACHED OUT TO THE COURTLAND ROYTON BUILDING AND THEY VOTED ON.

I ASKED THEM IF THEY WOULD BE THE POLLING PLACE FOR THE COURTLAND PRECINCT AND THEIR GENERAL MEMBERSHIP VOTED TO ALLOW THE USE OF THEIR BUILDING TO SOUTHAMPTON COUNTY AS A POLLING PLACE.

AND I GOT THEM TO DO A LOT OF THAT.

HOW LONG ARE THEY MAKING A COMMITMENT TO THAT? HOW LONG? ONE OF THE CONTRACTS THAT I HAVE IN MY OFFICE STOOD UP AS IT WAS A THREE YEAR CONTRACT, AND THEN IT AUTOMATICALLY RENEWS AT THE BEGINNING OF EVERY YEAR.

HEARTLAND CONSTRUCTION CONTINUALLY REVISES THE PROJECT SCHEDULE BASED ON THE DELAY PERTAINING TO THAT WORK.

SO THE LATEST SUBSTANTIAL COMPLETION DATE IS SLATED FOR DECEMBER OF 23, THE FINAL BEING IN JANUARY OF 24.

THE CONSTRUCTION CONTRACT, INCLUDING CHANGE ORDERS, NOW STANDS AT $22,021,483.74. YOU DO HAVE THE LATEST CERTIFIED PAY APPLICATION ATTACHED. WE'VE PROCESSED THE CONTRACTORS FIRST 13 PAY APPLICATIONS AND HAVE PAID THEM $8,149,916.35.
