WE'LL WORK ON SOME UPDATES FOR OUR COMPREHENSIVE PLAN.

AND MS. LEWIS HAD ENCLOSED SOME OF THE LANGUAGE FROM OUR LAST PLAN AND SOME OF THE.

INFORMATION HAD BEEN CHANGED AS WELL AS I THINK [INAUDIBLE] KIND OF YOU HAD PUT IN SOME EXAMPLES, RIGHT? FIRST, YOU HAVE THE WHOLE LOT OF INFORMATION.

SO I WILL LET YOU ELABORATE.

FIRST, YOU HAVE THE POPULATION CHAPTER, AND THAT'S JUST A RECITATION OF FACTS.

YOU'LL SEE THAT, OH, UP THROUGH WELL, FROM 1980 TO 2020, THE POPULATION IN SOUTHAMPTON COUNTY SHRANK SOME.

FOUR PERCENT.

THE OTHER COUNTIES IN THE AREA GREW, BUT THAT'S TO BE EXPECTED.

AND RURAL COMMUNITIES THAT THE COMMUNITIES ARE SHRINKING IN POPULATION.

THEY ARE ALSO GETTING OLDER, THAT THE MEDIAN AGE IN 1970 WAS 25.7 YEARS.

IN 2020, THE MEDIAN AGE IS 46.9 YEARS.

SO THAT'S QUITE A JUMP.

AS POPULATIONS AGE, HOUSING NEEDS CHANGE AND EDUCATION NEEDS CHANGE AND SERVICE NEEDS CHANGE.

SO THERE ISN'T ANY REASON TO THINK THAT SOUTHAMPTON COUNTY, LIKE LOTS OF RURAL COMMUNITIES, ISN'T GOING TO CONTINUE TO AGE.

BUT MOST OF THE SOUTHAMPTON COUNTY THE POPULATION CHAPTER IS JUST A RECITATION OF FACTS.

HRPDC ESTIMATES BY 2050, THE POPULATION OF SOUTHAMPTON COUNTY WILL BE 17,429, WHICH IS ABOUT 500 LESS THAN IT WAS IN 2020.

SO. THAT'S THAT GOT ONE QUESTION.

IS THE PRISON POPULATION PART OF THE COUNTY? IS THAT INCLUDED OR NOT? PRISON POPULATION IS OUT.

IT WAS IN THE PAST.

IN THE PAST. BUT IS IT NOW? YES, IT WAS. BUT 1200, SOMETHING LIKE THAT ANYMORE.

OKAY. YEAH, THEY TOOK IT OUT.

IT'S OUT. RIGHT. AND THAT'S WHAT LED TO PART OF THE REDISTRICTING SITUATION.

RIGHT? BECAUSE NOW THE PEOPLE WHO ARE IN THE PRISON SYSTEM ARE COUNTED AS LIVING WHERE THEY LAST LIVED BEFORE THEY WENT INTO THE PRISON SYSTEM.

SO IN LIGHT OF THAT, SHOULD WE CHANGE THE LANGUAGE OR IS THAT PERCENTAGE DIFFERENT? AND 1.5 I'M SORRY, THE BOTTOM OF 1.5,1-5, 8.1% OF THE COUNTY POPULATION INSTITUTIONALIZED.

WELL, IN 2020, I DON'T REMEMBER WHEN THEY CAME OUT OF THE COUNTIES POPULATION COUNT.

IN 2020. THEY MIGHT STILL HAVE BEEN, BUT NOW THEY ARE NO LONGER.

SO THERE'S A 99% INCREASE IN SUFFOLK THAT'S CONTIGUOUS TO SOUTHAMPTON COUNTY.

AND I THINK THEY'RE USING MORE MEDIAN TRENDS.

I'M JUST THINKING OF THE THE RECORD GROWTH, RURAL RECORD GROWTH FROM ISLE OF WIGHT AND SUFFOLK.

AND IT REFLECTS IN THE POPULATION GROWTH.

YES. AND THEN TO SAY IN 2050, I MEAN, HOUSING, AS TECHNOLOGY IMPROVES THE COMMUTING TO JOBS.

I DON'T BUY THAT SOUTHAMPTON COUNTY POPULATION BECAUSE OF OUR POPULATION GROWTH, WHICH IS IMMIGRATION HAS A FACTOR. I MEAN HOW I, AND JUST IN THE WORKFORCE, THE PEOPLE THAT I SEE THAT ARE MOVING TO SOUTHAMPTON.

AND EVEN IF SOME OF IT'S SEASONAL OF RESIDENTS THAT ARE THAT ARE HERE, WHERE ARE YOUR KIDS GOING TO WORK IN SOUTHAMPTON THEY GO TO COLLEGE? NO, BUT I'M JUST SAYING THAT FROM A HOUSING WHERE WE'RE ACTIVE WITH SUCH A SHORTAGE, I MEAN, PEOPLE NOW CAN'T FIND A SINGLE FAMILY DWELLING.

LET'S SAY THERE'S HOUSING FOR BETWEEN 90,000 AND 175,000.

I THINK THE WAY THE SUFFOLK AND ISLE OF WIGHT MARKET IS PRICING PEOPLE OUT OF THE MARKET WHERE THEY'RE HAVING TO TRAVEL.

IT'S A FISCAL ISSUE.

AND I MEAN, I'M SEEING THAT IN MY PRACTICE WHERE PEOPLE ARE STARTING TO COME TO IVOR TO BOYKINS.

UM, SO I'M JUST POINTING THAT OUT FOR DEBATE AND PLANNING IS I DON'T BUY THAT POPULATION THAT WE'RE GOING TO SHRINK AND THAT'S WHY HRPDC AND THE WELDON COOPER CENTER DO PROJECTIONS EVERY FIVE YEARS.

SO WHAT THEY DO IS THEY LOOK TO THE PAST TO MAKE A PROJECTION FOR THE FUTURE.

BUT I DON'T THINK THEY PROBABLY PROJECTED 99% POPULATION GROWTH IN SUFFOLK.

NOW, I DON'T THINK THAT WAS PROBABLY PROJECTED, BUT THAT WAS A HOUSING BOOM.

RIGHT. AND PEOPLE WANTING TO GET AWAY BECAUSE THERE'S SO MUCH GROWTH IN HARBOR VIEW AND NOW IN THE DOWNTOWN AREA OF SUFFOLK.

WELL, ONE THING THIS DOES, WE'RE GOING TO MOVE ALONG, IT DOES GIVE US AN ADVANTAGE THAT WE CAN BE ON THE FRONT SIDE.

RIGHT? BECAUSE I AGREE.

I AGREE.

THE BLEED OF WHAT'S GOING TO COME, WHAT'S WHAT.

BUT WE ARE WE DO HAVE AN ADVANTAGE THAT WE NEED TO ADJUST SOME PLANNING MANEUVERS.

WE WILL BE ON THE FRONT SIDE OF THAT.

AND OUR DEPARTMENT THIS YEAR WILL ISSUE OVER 100 NEW BUILDING PERMITS FOR OVER 100 NEW SINGLE FAMILY HOMES.

SO BUT PLUS PEOPLE.

BUT THE POPULATION ISN'T GOING UP.

BECAUSE THE PEOPLE WHO ARE PEOPLE ARE AGING.

SO THE POPULATION AND THE EXISTING HOUSES IS GOING DOWN.

PEOPLE ARE PASSING AWAY.

HOUSES ARE THAT ARE DEEMED TOO DIFFICULT TO FIX OR TOO SMALL OR WHATEVER.

PEOPLE BUY A NEW HOUSE.

SO EVEN THOUGH.

LAST YEAR, WE ISSUED PERMITS FOR OVER 70 NEW HOMES.

THIS YEAR IT'LL BE OVER 100 NEW HOMES.

BUT THAT'S NOT NEW POPULATION.

THE POPULATION NUMBERS AREN'T GOING UP.

THERE'S 2.5 PEOPLE THAT LIVE IN THOSE HOUSES, BUT THEY'RE COMING FROM ELSEWHERE IN THE COUNTY AND OTHER PEOPLE ARE PASSING AWAY AND MOVING AWAY. SO BUT THAT'S WHY PROJECTIONS ARE DONE EVERY FIVE YEARS.

AND ANOTHER GOOD STATISTIC WE CAN PULL FROM IS JUST CHILDREN'S SCHOOL.

THAT'D BE A GOOD INDICATOR, TOO, AS WE MOVE FORWARD.

RIGHT. AND THAT'S THE CHAPTER THAT YOU'LL GET NEXT MONTH.

AND FOR THE PAST COUPLE OF YEARS, SCHOOLS BEEN WHAT WERE THE SCHOOLS TO THAT NUMBER MAY BE ACCURATE, BUT WITH THE COVID EVERYBODY, THERE'S A LOT OF HOME SCHOOL AND ONLINE TRUE SCHOOLING.

NOW THAT WOULDN'T GO INTO THOSE NUMBERS.

THAT'S TRUE. AND IN TWO YEARS, THE THE SCHOOL SYSTEM LOST 200 STUDENTS.

THE SCHOOL SYSTEM TODAY IS 200 STUDENTS SMALLER THAN IT WAS TWO YEARS AGO.

SO. WHEN THEY DO PLANNING, THEY CAN'T LOOK TO THE RECENT PAST.

THEY CAN'T LOOK TO THE MOST RECENT PAST.

THEY CAN'T LOOK TO THE PAST TWO YEARS.

THEY HAVE TO LOOK FURTHER BACK THAN THAT.

AND HRPDC WHEN THEY DO POPULATION PLANNING, THEY WERE SAYING FOR MILITARY, THE MILITARY GROWTH HAS BEEN UNUSUAL FOR THE PAST COUPLE OF YEARS.

SO THEY GO BACK TO 2018 AND 2019 RATHER THAN 2020 AND 21 TO LOOK AT THEIR PROJECTIONS.

BUT AS NEW PROJECTIONS COME OUT, WE'RE DOING A COMPREHENSIVE PLAN SORT OF AROUND AND IN THE MIDDLE OF A PANDEMIC.

SO ALL THE NUMBERS ARE GOING TO BE UNUSUAL.

I HAVE HAD A CONVERSATION THIS WEEK WITH A YOUNG LADY WHO THOUGHT THAT ONCE WE GET WIFI IN OUR AREA, WE'RE GOING TO GET MORE WHITE COLLAR WORKERS.

I DON'T KNOW IF THAT'S A STRETCH OR NOT.

THAT CAN WORK VIRTUALLY.

AND I DON'T KNOW IF I AGREE WITH THAT OR NOT.

I THINK WE'LL GET MORE BLUE COLLAR WORKERS HERE AND WHITE COLLAR WORKERS MYSELF.

AND FOR TRANSPORTATION PLANNING PURPOSES, THEY'RE LOOKING AT MORE PEOPLE WORKING FROM HOME.

HRPDC IS LOOKING AT MORE PEOPLE WORKING FROM HOME.

BUT WHO KNOWS IF THE TREND OVER THE PAST TWO YEARS IS GOING TO CONTINUE TO BE THE TREND OVER THE NEXT FEW YEARS.

SO THESE ARE VERY UNCERTAIN TIMES.

SORRY. ALL RIGHT.

NOW, LAST MONTH, YOU ASKED FOR INFORMATION ABOUT NEIGHBORHOOD DESIGN.

SO I FOUND SOME INFORMATION FOR YOU FROM NEIGHBORING COMMUNITIES OR COMMUNITIES IN THE AREA ABOUT HOW THEY DO CLUSTER DEVELOPMENT AND RURAL DESIGN.

ONE OF THE PROBLEMS WHEN YOU DO RURAL DESIGN AND THAT YOU CLUSTER THE HOMES TOGETHER AND PUT THEM ALL BEHIND SCREENING AND ALL, YOU TAKE A LOT MORE LAND TO BUILD THE SAME NUMBER OF HOMES.

SO IT'S JUST KIND OF A TRADE OFF.

AND THE LAND THAT YOU'RE NOT BUILDING ON NEEDS TO BE HELD IN SOME SORT OF CONSERVATION EASEMENT.

BUT THAT DOESN'T MEAN THAT IT WILL CONTINUE TO BE USED FOR AGRICULTURE.

BUT YOUR CURRENT RURAL RESIDENTIAL ZONING DESIGNATION, WHICH PERMITS ONE HOME ONE LOT FOR THE FIRST 25 ACRES AND ONE LOT FOR EACH ADDITIONAL 40 ACRES.

BUT THE LOTS CAN BE NO BIGGER THAN FIVE ACRES THAT CONSERVES THE PARENT TRACT.

THE LARGER PART OF THE PARENT TRACT TO CONTINUE TO BE USED IN AGRICULTURE AND FORESTRY.

NOW, YOU COULD USE A CLUSTER THAT'S A THIRD CHOICE.

RIGHT, BUT YOU'RE STILL NOT, THAT'S IN RIGHT IN THE COUNTY'S CLUSTER ORDINANCE.

THAT LAND IS STILL USED IN AGRICULTURE OR FORESTRY, BUT IN OTHER NEIGHBORING COMMUNITIES, THAT CLUSTER SUBDIVISION, THAT UNDEVELOPED LAND IS HELD IN A CONSERVATION EASEMENT.

SO IT'S NOT ESPECIALLY USED FOR AGRICULTURE, BUT YOU DO HAVE MAPS AROUND.

YOU HAVE A MAP THAT SHOWS WHERE THE COUNTIES GENERALLY WHERE THE COUNTIES WATER AND SEWER IS AVAILABLE.

THAT'S THIS MAP THAT OPENS UP THAT GREENISH GRAY LINES ARE SEWER AND THE BLUE LINES ARE WATER.

SO YOU SEE THAT THAT MUNICIPAL WATER IS AVAILABLE AND DREWRYVILLE THAT BOYKINS-BRANCHVILLE

NEWSOMS AREA SOME PARTS OF COURTLAND.

AND THEN THERE ARE PRIVATE WATER SYSTEMS LIKE I-4 HAS ONE, BUT IT'S NOT PRIVATE.

BUT IT'S A COMMUNITY SYSTEM, [INAUDIBLE] HAS ONE.

DARDEN MILLS HAS ONE, COURTLAND HAS SOME LIMITED WATER.

SO I LOOKED AT AREAS AROUND THE COMMUNITIES THAT HAVE WATER AND SEWER AVAILABLE SHOULD YOU WANT TO CONSIDER A MIXED USE.

IF YOU WANT TO CONSIDER NEIGHBORHOODS WALKABLE NEIGHBORHOODS LIKE MR. CHESSON WAS TALKING ABOUT THAT HAVE SMALLER LOTS, SIDEWALKS, WALKABLE NEIGHBORHOODS, MAYBE SOME LIMITED COMMERCIAL OR NEIGHBORHOOD SCALE COMMERCIAL MIX, THEN YOU MIGHT WANT TO PUT IT IN AREAS AROUND THE TOWNS.

THE COUNTY'S COMPREHENSIVE PLAN, OF COURSE, ISN'T IN EFFECT IN THE TOWNS.

THEY HAVE THEIR OWN COMPREHENSIVE PLANS.

BUT YOU DO HAVE INFLUENCE OVER THE AREAS AROUND THE TOWN.

SO THAT MAY BE SOMETHING THAT YOU WANT TO CONSIDER.

AROUND DREWRYVILLE AND AROUND NEWSOMS, AROUND BOYKINS AND AROUND BRANCHVILLE.

IF YOU WANT TO TAKE ADVANTAGE, THAT DOESN'T MEAN THAT THE WATER AND SEWER CAPACITY OR LINES ARE THERE TODAY.

BUT IF SOMEONE WANTED TO DEVELOP.

IT HAS, WELL, IT SAYS, DAVID'S NOTES UP THERE.

THEY HAVE A WELL, A COMMUNITY.

WELL, IT FILLS THE WATER TANK LIKE I-4, RIGHT? YES. BUT YOU DON'T CONSIDER THAT THAT THE COUNTY DOESN'T CONTROL THAT.

THE COUNTY DOESN'T CONTROL THAT.

SO IF YOU WANTED TO ENCOURAGE SOME SORT OF MIXED USE DEVELOPMENT IN AREAS WHERE WATER AND SEWER CAPACITY COULD BE CREATED AND COULD BE EXTENDED, THEN MAYBE IN THOSE AREAS AROUND AREAS THAT ALREADY HAVE SOME WATER AND SEWER MIGHT BE SOMETHING TO CONSIDER.

BUT I THINK AS WE MOVE FORWARD.

PERSONALLY, YOU KNOW.

I WOULD THINK, ESPECIALLY GETTING PAST THE SOLAR ORDINANCE WHERE WE WE'VE ALREADY MENTIONED THAT MILE MILE BUFFER.

BETWEEN A SOLAR PROJECT, A POTENTIAL PROJECT IN THE TOWN.

YOU KNOW, WE NEED TO PUT MEASURES IN PLACE, I THINK THAT WOULD ENCOURAGE THE TOWNS TO MAYBE REVITALIZE.

IT TAKES A POPULATION TO DO THAT.

AND, UM.

I THINK THAT I JUST HAVE A PROBLEM WITH THE CONTINUING TO PUT THE INDIVIDUAL HOUSES. I SUPPORT THE CONTRARY.

I THINK THE PROBLEM IN SOUTHAMPTON COUNTY, WE HAVE SO MANY ROADS THAT WERE JUST REALLY THEY WERE JUST OLD [INAUDIBLE] YEARS AGO.

YOU KNOW, AND I DON'T KNOW WHEN IT WILL TAKE PLACE IN THE NEXT 50 YEARS, 100 YEARS.

BUT WE'VE GOT TO START ALL OVER WITH OUR ROAD SYSTEM.

YOU KNOW, SOMETIMES YOU HAD TO TRAVEL THREE MILES TO JUST REALLY GET ONE AIR MILE, SO TO SPEAK, BECAUSE JUST WHERE THE ROADS ARE, THEY WERE SET UP YEARS AGO AND THE ROADS ARE GETTING CONTINUE TO DETERIORATE.

WE HAVE HAD SOME BRIDGES REBUILT, WHICH IS GOOD.

BUT, UM.

I DON'T KNOW. I THINK AS WE GO FORWARD, YOU KNOW, TO GET AN UPPER HAND, WE NEED TO DO MORE, HAVE MORE MEASURES IN PLACE FOR PLANNING NEIGHBORHOODS IN THESE TOWNS.

AND MAYBE I KNOW THE MAYOR OF NEWSOMS HAS TRIED TO GET, LIKE, A FAMILY DOLLAR.

LIKE, OH, THEM.

I DON'T KNOW. WE HAVE THE POPULATION.

BUT WE DON'T HAVE A WE DON'T REALLY HAVE A GENERAL STORE IN [INAUDIBLE] ANYMORE.

HEY, MRS. UPDIKE. WE FINALLY HAD A HALF A DOZEN WHEN WE WERE YOUNGER.

UM. BUT, I MEAN, YOU KNOW, IF WE'RE GOING TO REVITALIZE THESE SETTLEMENTS.

AND MAYBE SOME OF THE OLD BUILDINGS IN THE MEANTIME COULD BE TAKEN DOWN.

THERE ARE A LOT OF THE OLD WAREHOUSES OPEN UP DILAPIDATED BUILDINGS, BUT CLEAN ALL UP, YOU KNOW.

IT'S LIKE OTHER TOWNS IN THE COUNTY HELL.

BUT I THINK WE NEED TO IF WE COULD PUT MAJOR TO ENCOURAGE.

THE NEW PEOPLE THAT ARE GOING TO COME.

LIKE I SAID, I MEAN, SUFFOLK TO ME IS BOOMING.

IT'S JUST A MATTER OF TIME.

IT'S GOING TO BLEED OVER IN SOUTHAMPTON.

AND I DON'T WANT TO SEE US MAKE.
