HOW DO WE GET IT PICKED UP AND THOSE COMMENTS WERE HEARD BY THIS BOARD AND ALONG THE WAY, I BEGAN TO HEAR SOME GOOD NEWS. WE ARE HAPPY TO HAVE HERE TONIGHT TO RECOGNIZE CHIEF CARTER. HE SAYS HE GOES BY CARTER, AND WE'RE HAPPY TO HAVE HE AND HIS GROUP OF YOUTH HERE TONIGHT. I FIRST HEARD ABOUT IT FROM SOME TALK AROUND FOOD LION AND [INAUDIBLE] [NOISE] THAT THEY HAD CLEANED THAT PLACE UP [NOISE] AND EVEN GOT A STANDING OVATION FROM THE PEOPLE THAT WORK THERE AT FOOD LION IS WHAT I HAD HEARD. [NOISE] I HAVE A FEW BRIEF COMMENTS, BUT FIRST, I'D LIKE TO POINT OUT THAT BOTH OF MY CHILDREN AND ALL BUT ONE OF MY GRANDCHILDREN ARE FINISHED WITH COLLEGE. THE YOUNGEST IS A SENIOR AT AUBURN UNIVERSITY. I HAVE NO DOG IN THIS FIGHT RATHER THAN ANOTHER CONCERNED CITIZEN OF SOUTHAMPTON COUNTY. I HAPPENED UPON A MEMBER OF THE SCHOOL BOARD AT A SOCIAL EVENT LAST WEEK. THAT PERSON SAID, "I HAVEN'T SEEN YOU AROUND LATELY." MY REPLY WAS, "WELL, I'VE BEEN HIDING FROM YOU BECAUSE I DID NOT WANT TO GET INTO A HEATED DISCUSSION WITH YOU ABOUT YOUR SCHOOL BOARD REFUSING TO MEET WITH THE SUPERVISOR." [NOISE] HIS REPLY WAS, "WELL, THEY SENT THEM A LETTER, OFF FROM THREE DAYS AND A MEDIATOR. THEY DECIDED NOT TO MEET WITH US." WELL NATURALLY, I WAS SURPRISED BY THAT ANSWER. I THEN REPLIED I HEARD THAT THE SUPERVISORS WERE TOLD THEY WOULD NOT BE ALLOWED TO ASK ANY QUESTIONS AT THE PROPOSED MEETING, WHICH IS WHAT I'VE HEARD MORE THAN ONCE IN THIS ROOM RIGHT HERE AT THE PREVIOUS TWO OR THREE MEETINGS. WHAT WAS THE SCHOOL BOARD MEMBERS' RESPONSE? I NEVER HEARD OF ANY SUCH THING. THAT PERSON PLEADED IGNORANCE OR LACK OF AWARENESS OF ANY SUCH STIPULATION ABOUT THE NO QUESTIONS ISSUE. WE PROCEEDED TO HAVE A FRIENDLY DISCUSSION ABOUT THINGS IN GENERAL AND ABOUT THE SCHOOL SYSTEM IN PARTICULAR, AND HOW PROUD WE BOTH ARE OF THE SOUTHAMPTON COUNTY SCHOOL SYSTEM. BUT MY MAIN COMMENT TO THAT MEMBER WAS, HOW IN THE WORLD CAN YOU HAVE A PRODUCTIVE MEETING IF NO ONE CAN ASK ANY QUESTION? THROUGHOUT OUR DISCUSSION, I COULD NOT HELP BUT THINK. I HOPE I'M WRONG. IT'S THE SCHOOL SUPERINTENDENT OR TO ANOTHER SCHOOL BOARD OR PERHAPS BOTH DICTATING RULES ABOUT YOUR PROPOSED MEETING AND NOT IN FOLLOWING ALL THE MEMBERS OF THE SCHOOL BOARD, ARE THEY ACTING INDEPENDENTLY AND NOT AS A UNIFIED BODY? SOMETIMES THE LOCALS TAKE GOOD LEADERSHIP FOR GRANTED. OTHER PARTS OF THE STATE SEE THEM AS A TEMPORARY LEADERS. SOME OF YOU HAVE TAKEN THE STEPS TO GO ABOUT INVESTIGATING THE THINGS THAT ARE TAKING PLACE IN OUR SCHOOLS, WHETHER IT BE FISCAL MISMANAGEMENT, WHETHER IT BE TURNING A BLIND EYE TO SAFETY AND HEALTH CONCERNS FOR OUR CHILDREN, FOR OUR TEACHERS, FOR THE STAFFS THAT SERVE US SO WELL. OUR CHILDREN GO TO SCHOOL IN A DANGEROUS ENVIRONMENT, OUR TEACHERS ARE FORCED TO TEACH IN AN ENVIRONMENT WHERE THEY ARE SUBJECT TO HARASSMENT, RETALIATION, AND INTIMIDATION, [NOISE] JUST YESTERDAY IN THE MIDDLE SCHOOL, THERE WERE FOUR DIFFERENT FIGHTS, AND THERE WERE TWO MORE TODAY AT THE HIGH SCHOOL, OUR SCHOOL BOARD IS AWARE OF THIS, OUR LAW ENFORCEMENT IS AWARE OF THIS, AND NOTHING IS BEING DONE TO PROTECT OUR CHILDREN AND OUR TEACHERS, AND I WOULD JUST URGE THAT YOU CONTINUE TO PUSH AS HARD AS YOU CAN TO GET ANSWERS, TO FORCE ACCOUNTABILITY AND TO MAKE SURE THAT SOUTHAMPTON COUNTY PUBLIC SCHOOLS BECOME WHAT THEY SHOULD BE, WHICH IS THE BEST PLACE FOR OUR CHILDREN TO RECEIVE A WORLD-CLASS EDUCATION, AND I WOULD LIKE TO THANK YOU. >> THANK YOU [NOISE]. THAT TRANSFORMER SERVES BOTH THE COURTHOUSE AND THE SHERIFF'S OFFICE AND J ON, WHEN I SAY CONFLICT, THEY HIT IT. IT WAS ABOUT NINE FEET AWAY FROM WHERE DOMINION ENERGY HAD MARKED IT WITH THEIR UTILITY MARKING. THE ISSUE NOW IS NOW WE KNOW WHERE IT IS, IT ACTUALLY CONFLICTS WITH THE ELEVATOR PIT AND THE FOUNDATION FOR THE NEW EDITION ON THE BUILDING ON THAT CORNER. IT IS REALLY PUT THE CONTRACTOR AT ALMOST A STANDSTILL. IT'S TAKEN DOMINION ENERGY SIX WEEKS TO REDESIGN HOW THEY WILL SERVE THAT FACILITY AND RELOCATE THE PRIMARY AND THE TRANSFORMERS. I GOT THE PAPERWORK ON THAT LAST FRIDAY. I GOT IT TURNED AROUND THE SAME DAY I RECEIVED IT. BUT NOW DOMINION ENERGY IS TELLING US THAT IT MAY BE UP TO ANOTHER SIX WEEKS BEFORE THEY CAN SCHEDULE THEIR CREW TO GET IN THERE AND GET THAT PRIMARY OUT OF THE WAY. I'VE GOT CALLS INTO MY CONTACTS AT DOMINION ENERGY, SEEING IF WE CAN EXPEDITE THAT. BUT AT THE END OF THE DAY, IT'S COST US ABOUT THREE MONTHS ON THE CONSTRUCTION SCHEDULE, IF IT TAKES THEM SIX WEEKS TO GET THAT CABLE MOVED. IT HAS SEVERELY ALTERED THEIR PLANNED SEQUENCE OF CONSTRUCTION. FOR THOSE OF YOU THAT HAVE WATCHED HOW CONSTRUCTION PROJECTS WORK, THEY LAY OUT A SEQUENCE AND ALL OF THEIR SUBMITTAL APPROVALS, ALL OF THEIR ORDERS FOR STRUCTURAL STEEL, ALL THOSE THINGS WERE PLACED BASED ON A CERTAIN SEQUENCE AND NOW THEY'RE HAVING TO GO BACK AND REVISE THE SEQUENCE BASED ON THIS DELAY. IT'S CREATING A MULTITUDE OF ISSUES FOR US. AT THE END OF THE DAY, WE JUST GOT TO WORK THROUGH IT, BUT IT IS GOING TO COST US IN ROUND NUMBERS ABOUT THREE MONTHS ON THE CONSTRUCTION SCHEDULE. NOW RATHER THAN APRIL 2023, YOU'RE PROBABLY LOOKING AT JULY OF 2023, FINISHING THE PROJECT. THE CONTRACTOR HAS FILED AN OFFICIAL NOTICE OF DELAY, WHICH HE'S OBLIGATED TO DO UNDER THE TERMS OF THE CONTRACT BASED ON THIS ISSUE. INCLUDED IN YOUR AGENDA PACKAGES, I DID PUT A NUMBER OF PHOTOGRAPHS IN THERE. ONE OF THE THINGS THAT I MADE A NOTE OF WAS THE DETERIORATING MASONRY ON THE BACK CORNER OF THE 1834 COURTHOUSE. YOU'LL SEE THAT THEY DO HAVE THAT STRUCTURALLY SHORT RIGHT NOW WITH WOODEN TIMBERS. THEY ARE GOING TO DO SOMETHING MUCH BETTER THAN THAT. THAT'S TEMPORARY SHORING AND THEY HAVE SALVAGE BREAK FROM THE DEMOLITION TO BE ABLE TO MAKE PERMANENT REPAIRS TO THAT. AT THE END OF THE DAY, THAT LOOKS A LOT WORSE THAN IT IS. I'VE GOT COPIES OF THOSE CHANGE ORDERS IN YOUR AGENDA PACKAGE [02:00:01] JUST SO YOU CAN SEE WHAT IT IS WITH THE EXCEPTION OF A VERY SMALL AMOUNT OF ADDITIONAL ASBESTOS ABATEMENT WHICH WAS IDENTIFIED IN AN AREA THAT COULD NOT BE SEEN UNTIL THE DEMOLITION BEGAN. THE REST OF THE CHANGE ORDERS ARE ALL RELATED TO ADDITIONAL WORK BACK OVER AT A 100 AL ELEMENTARY SCHOOL TO PREPARE THE SWING SPACE FOR THE COURTS. THERE ARE THREE OF THEM. THEY'RE CURRENTLY LESS. THE CUMULATIVE SUM IS LESS THAN $70,000, WHICH IS ABOUT 0.32% OF THE OVERALL CONSTRUCTION CONTRACT. YOU REMEMBER, IN THE PROJECT BUDGET, WE SET ASIDE A CONSTRUCTION CONTINGENCY OF ABOUT SEVEN-AND-A-HALF PERCENT. SO VERY MODEST AMOUNT OF YOUR CONTINGENCY THUS FAR, BUT I DID WANT TO ALERT YOU TO THAT EFFECT. SO FAR WE HAVE PROCESSED THE CONTRACTOR'S FIRST SIX PAY APPLICATIONS.
