YES. WHEREAS THE SOUTHAMPTON COUNTY BOARD OF SUPERVISORS CONVENED A CLOSED MEETING ON

THIS DATE PURSUANT TO AN AFFIRMATIVE RECORDED VOTE AND IN ACCORDANCE WITH THE PROVISIONS OF THE VIRGINIA FREEDOM OF INFORMATION ACT.

AND WHEREAS SECTION 2.2-3712D OF THE CODE OF VIRGINIA REQUIRES A CERTIFICATION BY THE BOARD, THAT SUCH CLOSED MEETING WAS CONDUCTED IN CONFORMITY WITH VIRGINIA LAW.

NOW, THEREFORE, BE IT RESOLVED AT THE SOUTHAMPTON COUNTY BOARD OF SUPERVISORS HEREBY CERTIFIES THAT TO THE BEST OF EACH MEMBER'S KNOWLEDGE, ONLY PUBLIC BUSINESS MATTERS LAWFULLY EXEMPTED FROM THE OPEN MEETING REQUIREMENTS BY VIRGINIA LAW WERE DISCUSSED IN THE CLOSED MEETING TO WHICH THIS CERTIFICATION RESOLUTION APPLIES, AND ONLY SUCH PUBLIC MATTERS WERE IDENTIFIED IN THE MOTION CONVENING THE CLOSED MEETING WERE HEARD, DISCUSSED AND CONSIDERED BY THE SOUTHAMPTON COUNTY BOARD OF SUPERVISORS.

I STAND HERE CURRENTLY THE NIGHT OF THE CHIEF OF THE CHEROENHAKA NOTTOWAY INDIAN TRIBE IN A SECOND REQUEST OF A.

SORRY ABOUT THAT. BUT ANYWAY, ABOUT A FEW MONTHS AGO, I HAD SUBMITTED AN OFFICIAL LETTER ON THE TRAVEL LETTERHEAD PERTAINING TO AN AMERICAN RESCUE PLAN AND THE 1.3 DOLLARS THAT THE COUNTING ENDED UP GETTING.

AND I HAD APPROACHED THIS BOARD IN REFERENCE TO THE LOSSES OF MONEY THAT WE HAD PERTAINING TO COVID, LIKE A PRESENTATION, CETERA, SOME $50000 PLUS AND MONEY THAT WE DID NOT BRING

IN. AND AS YOU'RE AWARE OF THE VILLAGE THAT WE HAD OUT THERE, WHICH WAS ONE OF OUR MAJOR DRAWS OF TOURISM IN THE COUNTY, WAS COMPLETELY DESTROYED.

SO WE'RE STILL IN THE PROCESS OF TRYING TO REBUILD THAT.

BUT HOWEVER, I WAS PROMISED A LETTER MR. CHAIRMAN, RESPONSE TO THAT LETTER, AND WE HAVE NEVER RECEIVED ANYTHING YET IN REFERENCE TO THE REQUEST THAT WE HAD MADE TO THE BOARD.

AND IT'S BEEN PROBABLY A COUPLE OF MONTHS AGO NOW THAT WE DID THAT.

I JUST WANT TO REMIND THE BOARD OF THAT.

NORMALLY, NORMALLY IT'S THE BUSINESS OF THE BOARD WHENEVER THEY RECEIVED AN OFFICIAL LETTER FROM A CONSTITUENT THAT THE COUNTY ANSWER SHOULD COME BACK PERTAINING TO IT.

SO IN CLOSING, I WOULD LIKE TO SAY AND JUST ASK FOR A SPECIAL PRAYER FOR THOSE SOLDIERS, SAILORS AND AIRMEN THAT ARE STANDING ON THE POSSIBLE FRONT LINE IN UKRAINE.

WAR DRUMS ARE REALLY BEATING AS A 28 YEAR ARMY VETERAN, HAVING BEEN INVOLVED IN TS SECURITY AND HAVING PLAYED WAR GAMES WITH RUSSIA ATTACKING UKRAINE THE WAY THEY'RE IN THE PROCESS OF DOING NOW. WE'RE IN A SERIOUS DIE.

LADIES AND GENTLEMEN. AND IT'S GOING TO TAKE A LOT OF HARD CORE PRAYER TO KEEP THIS SATAN FROM RUSSIA OUT OF UKRAINE.

BECAUSE WHAT THEY'RE AFTER, THEY'RE AFTER THE URANIUM.

THE BAG OF TRASH FALLS OUT WHEN GOING TO THE DUMP.

THEY TURN AROUND AND COME RIGHT BACK BY GOING HOME AND LEAVE IT.

WE JUST HAD A DOG IN A GARBAGE BAG DUMPED IN THE DITCH DOWN NEAR MY HOUSE.

WHOEVER HAD THAT DIDN'T WANT TO BURY IT.

MY SUGGESTION BACK WHEN I WAS ON THE LITTER CONTROL COUNCIL WAS THAT WE SEND A MASS MAILING OUT, WE'VE GOT WHAT 15000 A YEAR BACK THEN, I DON'T KNOW WHAT IT IS NOW TO ALL THE CITIZENS IN THE COUNTY WITH SOME PICTURES OF LITTER.

AND SOMEBODY CAN ELOQUENTLY WRITE THIS UP AND SAY, IS THIS YOU? WE HAVE DUMPSITES, WHY? WHY DOES YOUR ROAD LOOK LIKE THIS? WHY DOES THE COUNTY LOOK LIKE THIS? DO YOU TAKE PRIDE IN IT WHEN YOU GO TO THE DUMP, SECURE YOUR TRASH? I MEAN, WE CAN GO ON AND ON AND ON, BUT IT IS BAD.

I MEAN, IT'S ABSOLUTE.

SOME ROADS ARE ABSOLUTELY NASTY FILTHY.

I LOVE THIS COUNTY, I'M BORN AND RAISED HERE.

I'VE LIVED HERE FOR ALMOST SEVENTY FOUR YEARS AND I'VE SEEN IT JUST GO COMPLETELY DOWN AS FAR AS THAT GOES.

I KNOW WE WANT INDUSTRY.

WE WANT MORE JOBS.

WE WANT THIS COUNTY TO BE A SHINING LIGHT IN THIS STATE AND UNLESS WE DO SOMETHING ABOUT THIS, IT'S NOT GOING TO BE.

I DON'T KNOW WHETHER WE NEED TO GO TO THE ELEMENTARY SCHOOLS AND EDUCATE THE KIDS AND SAY, HEY, GO HOME, TELL YOUR MOM AND DAD TO QUIT THROWING THE TRASH OUT.

COMING FROM, SADLY FROM TWO DIFFERENT COUNTY DUMPSTERS, FROM THE ONE AT [INAUDIBLE] BRIDGE ROAD IN NEW ORLEANS [INAUDIBLE] I'VE FOLLOWED THEM OCCASIONALLY AND I'VE SEEN THESE LITTLE BAGS THAT THEY CALL WITCH'S BRITCHES FLOAT OUT OF OUR OWN COUNTY TRUCKS INTO THOSE FIELDS. IT'S USUALLY THE FIELD ON THE EAST SIDE OF THE HUNTERDALE ROAD OR [INAUDIBLE] ROAD. AND A FEW DAYS AGO, MY WIFE SAID SHE SAW I THINK IT WAS A [INAUDIBLE] OUT THERE CLEANING UP THAT FIELD.

IT'S A SHAME THAT THAT HE HAS TO CLEAN UP WHAT THE COUNTY HAS CREATED.

SO I'M SURE THE COUNTY DOESN'T CREATE ALL OF IT.

BUT I'VE PERSONALLY OBSERVED SOME OF OUR OWN TRUCKS WITH THOSE CANOPIES THAT COVER IT.

BUT THEY FLOAT UP IN THE WIND AND THERE'S A SPACE OF FOOT OR SO THAT THESE THINGS JUST BLOW OUT ALL OVER THAT ROAD.

BUT I AGREE WITH MR. APPLEWHITE, IT'S EMBARRASSING TO DRIVE DOWN SOME OF THESE ROADS AND SEE WHAT THEY LOOK LIKE.

IF YOU DID A SURVEY OF PEOPLE IN THIS COUNTY ABOUT THE TWO HUNDRED DOLLAR TRASH FEE AND ASK THEM WHAT IT WAS USED FOR, THEY WERE 90 PERCENT OF THEM, I BELIEVE WOULD TELL YOU IS TO PAY FOR THE MAN THAT IN THE DUMPER AND TO FORCE TO DUMP OUT TRASH OUT, THEY DON'T REALIZE IS TO CARRY THE TRASH TO SUFFOLK TO PUT IT IN THE LANDFILL.

SO HERE'S MY SUGGESTION ON THE TRASH.

I THINK WE SHOULD RAISE OUR TAXES A LITTLE BIT AND WE SHOULD TAKE THE TWO HUNDRED DOLLAR FEE AND ATTACH IT TO LITTER USE IT TO PICK UP LITTER, CLEAN UP LITTER AND TELL THE CITIZENS OF THIS COUNTY AS A LITTER DECREASES AND OUR BUDGET FOR LITTER PICK UP GOES DOWN TO TWO HUNDRED DOLLARS WILL START TO GO AWAY UNTIL WHICH TIME THE TWO HUNDRED DOLLARS GOES AWAY AND THE TRASH IS GONE.

AND THAT'S JUST MY OPINION ON IT.

AND ONE OTHER THING I WOULD LIKE TO SAY MR. JOHNSON, I KNOW YOU AND I DON'T KNOW WHO ELSE IS ON THE HAMPTON ROADS TRANSPORTATION COMMITTEE, BUT I'VE, YOU KNOW, SUFFOLK SPENDING A LOT OF MONEY ON TRUCKS AND ALL AND THE ROADS ARE GETTING BAD FROM THE TRUCK TRAFFIC AND OF COURSE, SOUTHAMPTON BETWEEN THE PORT AND NINETY FIVE.

SOUTHAMPTON GOT THE LONGEST STRETCH OF ROAD.

SO IF THE TRUCK TRAFFIC IS GOING TO INCREASE AND THE DAMAGE FROM THOSE TRUCKS IS GOING TO BE EVIDENT ON THE ROADS, THEN WE NEED MORE, MORE MONEY TO KEEP OUR ROADS IN GOOD SHAPE.

AND IF I MEAN, WE'RE NOT MAKING ANYTHING SOUTHAMPTON COUNTY FROM THE TRUCKS THAT ARE COMING FROM THE WE'RE NOT MAKING ANYTHING ON THE PORT, WE'RE NOT MAKING ANYTHING FROM THE TRUCKS. WE ONLY HAVE ONE LITTLE PLACE THAT SELLS DIESEL FUEL ON FIFTY EIGHT OR FOUR SIXTY, I THINK. AND SO WE'RE NOT GETTING ANY MONEY FROM THAT.

SO WE NEED SOME MONEY TO KEEP OUR ROADS UP SO THEY DON'T GET INTO SHAPE OF SUFFOLK.

YOU KNOW CUZ SUFFOLK IS REALLY GETTING BAD FROM IT, AND IT'S DUE TO THE TRUCKS.

I MEAN, THEY WAY, WAY MORE THAN CAUSE AND THEY DO MORE OF THE DAMAGE.

WE PAY OUR SHARE OF THAT MONEY.

BUT THE IDEA THAT THE MONEY THAT WE PAY INTO THE TIDEWATER TRANSPORTATION SYSTEM WOULD COME BACK TO THE AREA WHICH IS GENERATED, BUT WHAT HAS HAPPENED, THEY'VE TAKEN THAT EVERY PENNY AND PUT IT DOWN IN THE METROPOLITAN AREAS.

THAT IS ONE BIG SOURCE OF REVENUE THAT IT SHOULD BE BROUGHT BACK TO THE COUNTY.

AND I THINK WE SHOULD WORK WITH OUR DELEGATES.

AND ALL ANY POLITICAL POWER PEOPLE THAT YOU KNOW OF CUZ IT'S NOT FAIR FOR US TO BE PAYING FOR THE ROADS AND TUNNELS IN THE VIRGINIA BEACH AREA METROPOLITAN AREA AND WHEN OUR ROADS GOING TO POTS, JUST PUT IT, PUT IT VERY BLUNTLY.

AND WE CAN'T CONTINUE TO SUPPORT AND PAY FOR THE ROADS IN OTHER AREAS. THANK YOU.

IN 2017 THIS BOARD ENTERED A PURCHASE OPTION WITH THE [INAUDIBLE] AND THEIR SON THOMAS FOR THREE PARCELS OF PROPERTY COMPRISING 242.779 ACRES AND PART OF THAT PROPERTY ONE OF THE CONDITIONS OF THE PURCHASE WAS THAT IF THE COUNTY CHOSE NOT TO PURCHASE THE LAND, THEN THE COUNTY WOULD INITIATE A ZONING MAP AMENDMENT TO A1 SHOULD THE FUTURE OWNER CHOOSE TO DO THAT. AND THEN 2019 AUGUST 2019, THE ZONING FOR THE WHOLE PARCEL WAS CHANGED TO CONDITIONAL GENERAL INDUSTRIAL.

PART OF THAT PROPERTY THAT IS THE SUBJECT OF THIS, WHICH IS 40.189 ACRES, THE COUNTY WAIVED THEIR RIGHT OF FIRST REFUSAL TO PURCHASE THAT PROPERTY AND MR. DARDEN PURCHASED IT.

AND HE WOULD LIKE TO CHANGE THE ZONING BACK TO AGRICULTURAL.

HE WILL USE IT FOR AGRICULTURE, OPEN SPACE, FORESTRY, PROBABLY THE USE THAT IT'S IN NOW RIGHT NOW, A LARGE PORTION OF THE PROPERTY IS WETLAND.

IT IS DIFFICULT, IF NOT IMPOSSIBLE, TO DEVELOP, THE PLANNING COMMISSION HAD SOME DISCUSSION ABOUT CHANGING THE ZONING OF PROPERTY IN AN INDUSTRIAL AREA TO AGRICULTURAL AND THE WISDOM OF THAT.

BUT THE PROPERTY ITSELF ISN'T SUITABLE FOR INDUSTRIAL DEVELOPMENT, EVEN THOUGH THAT COMPREHENSIVE PLAN CALLS THE ENTIRE AREA INDUSTRIAL.

BUT WHEN YOU DO A COMPREHENSIVE PLAN, YOU DON'T LOOK AT EVERY 15 20 ACRES YOU USE A BROAD BRUSH. SO THIS IS APPROPRIATE ZONING MAP AMENDMENT.

ENCOUNTERING A ONE STOP AS YOU EXIT OUR SUBDIVISION, THERE ARE TWO OTHERS, SO ARE THREE STOP SIGNS IN OUR SUBDIVISION OF FIFTY SIX HOMES.

AND I'VE SEEN OVER THE YEARS NUMEROUS INCIDENTS OF YOUNG CHILDREN, SOME APPEARING TO BE YOUNGER THAN 12 OR SO, MAYBE EVEN AS YOUNG AS SEVEN OR EIGHT FAILED TO STOP AT ONE OR MORE OF THESE STOP SIGNS AS IF THEY WERE NOT EVEN THERE.

SO IT LOOKS LIKE WHAT YOU'RE ABOUT TO DO IS LEGALIZE THE SITUATION THAT MY NEIGHBORS HAVE BEEN DOING ILLEGALLY FOR THE TWENTY THREE YEARS I'VE LIVED THERE.

BUT ANYWAY, WHEN THESE KIDS FAILED TO STOP AT THESE STOP SIGNS AND I'M CLOSE ENOUGH, I USUALLY STOP AND REMIND THEM OF HOW THEY SHOULD OBEY THE STOP SIGN.

I USUALLY GET A BLANK STARE, BUT AN OCCASIONAL YES SIR OR A THANK YOU.

BUT I'M CONCERNED PRIMARILY THAT THEIR PARENTS EITHER DO NOT REALIZE THESE KIDS ARE RIDING THESE VEHICLES UP AND DOWN THE STREETS, OR THEY HAVE NOT INSTRUCTED THEM OF THE DANGERS INVOLVED. I ALSO SEE ON MANY OCCASIONS, ESPECIALLY IN THE SUMMERTIME, SEVERAL PASSENGERS ON THESE GOLF CARTS, FOUR OR FIVE KIDS LAUGHING AND SMILING AND HAVING A GOOD TIME, WHICH I DON'T OBJECT TO.

BUT IT APPEARS THAT THE YOUNG DRIVERS ARE OFTEN DISTRACTED AND SOMETIMES I'LL MEET THEM HEAD ON. AND AS I PASS, I LOOK IN MY MIRROR AND THE DRIVERS TURN AROUND TO SEE WHAT I'M DOING AND WANDERS OVER INTO THE ONCOMING LANE BECAUSE SIX OR SEVEN YEAR OLD KID IS NOT EXPERIENCED ENOUGH TO KNOW THE RULES OF SAFETY.

AND I'D ALSO LIKE TO POINT OUT THAT YOU MAY OR MAY NOT REMEMBER THAT A SIMILAR SITUATION AROSE SEVERAL YEARS AGO.

I DON'T KNOW EXACTLY WHEN, BUT I KNOW ANITA HOLT WAS MY SUPERVISOR THEN.

AND AFTER MUCH DISCUSSION HERE AT MORE THAN ONE MEETING.

I THINK THE BOARD OF SUPERVISORS WERE TOLD, AND I THINK AT THAT TIME BY THE STATE OR VODT OR MAYBE THE SHERIFF.

THAT IF IT WAS ALLOWED IN EVEN ONE RESIDENTIAL SUBDIVISION IN THE COUNTY, IT WOULD HAVE TO BE ALLOWED IN ALL OF THEM, EVERY SINGLE RESIDENTIAL SUBDIVISION.

THEY COULDN'T SPECIFY JUST ONE OR TWO LIKE THIS ONE DOES.

THAT MAY OR MAY NOT STILL BE A RULE.

NOW, UNDERSTAND THAT THAT WAS GOING TO COST THE COUNTY ABOUT SEVENTY THOUSAND DOLLARS TO PUT UP ALL THOSE SIGNS IN ALL THESE RESIDENTIAL SUBDIVISIONS, AND THAT LOOKS LIKE IT'S NOT GOING TO COST THE COUNTY ANYTHING INSTEAD OF THE TAXPAYER.

I LEARNED TO DRIVE ON THE FARM ALL TRACTOR AT AGE 11 ON A DIRT ROAD.

AND I HAVE NO OBJECTION TO PARENTS TRYING TO EDUCATE THEIR KIDS HOW TO DRIVE AT AN EARLY AGE. BUT I THINK IT MUST BE DONE SAFELY AND WITHIN THE LAW, AND IT LOOKS LIKE THIS ORDINANCE WILL DO THAT.

BUT I DON'T KNOW WHO'S GOING TO ENFORCE THIS ORDINANCE BECAUSE AS SOON AS IT'S PASSED WITHIN A WEEK OR TWO, I'M GOING TO SEE SEVEN EIGHT YEAR OLD KIDS RIDING THEIR GOLF CARTS UP AND DOWN MY STREET LIKE THEY'VE BEEN DOING FOR TWENTY THREE YEARS.

BUT I HAVE ONE OTHER QUESTION, I NOTICED SOMETHING IN THE ORDINANCE AS I READ IT AN HOUR AGO THAT IT TALKED ABOUT LAWNMOWERS, SO BICYCLES ARE ALLOWED ON PUBLIC ROADS AND YOU KNOW YOU'RE ABOUT ALLOW THESE GOLF CARTS.

IF I WANT TO HIRE A TEENAGE KID WHO LIVES FIVE OR SIX HOUSES DOWN THE ROAD FROM ME AND TO RIDE HIS RIDING LAWNMOWER, CUT MY GRASS WHEN I GET TO THE POINT WHERE I CAN'T DO IT ANYMORE. THEY WILL BE MEETING WITH AND OBTAINING FEEDBACK FROM ALL OF THE SYSTEM USERS.

POLICE, FIRE RESCUE, EMS. ALL THOSE FOLKS, THEY WILL BE EVALUATING THE OPERATION OF THE SYSTEM.

THEY WILL BE LOOKING AT THE PROPAGATION MODELS TO SEE IF THERE ARE CERTAIN SPOTS IN THE COUNTY THAT WE HAVE TROUBLE COMMUNICATING.

SO THERE MAY BE SOME RECOMMENDATIONS FOR SOME ADDITIONAL TOWERS AND MICROWAVES.

ONCE THEY HAVE COME UP WITH THE RECOMMENDATIONS, THEY WILL BE COMBINED INTO ONE REPORT AND PRESENTED TO YOU ALL FOR YOUR CONSIDERATION.

THAT REPORT SHOULD BE READY, HOPEFULLY BY SOMETIME IN EARLY AUGUST.

THE FINAL ORDER THAT WAS ISSUED BY THE VIRGINIA SUPREME COURT BACK IN LATE DECEMBER THAT ESTABLISHED THE VOTING DISTRICTS FOR THE U.S.

HOUSE OF REPRESENTATIVES MADE SOME FAIRLY SUBSTANTIVE CHANGES WITHIN SOUTHAMPTON COUNTY.

AS YOU ALL KNOW, HERE FORE, SOUTHAMPTON COUNTY HAS BEEN AT LEAST SINCE THE LAST REDISTRICTING WAS DONE, WAS ENTIRELY WITHIN THE 4TH CONGRESSIONAL DISTRICT.

HOWEVER, NOW MUCH OF EASTERN SOUTHAMPTON COUNTY, BASED ON THE NEW SUPREME COURT ORDER, HAS BEEN MOVED TO THE 2ND CONGRESSIONAL DISTRICT.

BY AND LARGE, THE NEW CONGRESSIONAL DISTRICT LINE WAS CONSISTENT WITH OUR LOCAL ELECTION DISTRICTS. BUT THERE'S ONE EXCEPTION TO THAT, AND THAT'S IN THE VERY SOUTHEASTERN CORNER OF SOUTHAMPTON COUNTY IN THE NEWSOME'S DISTRICT.

SO THE CONFLICT THAT WE HAVE, WE'LL BE ABLE TO RESOLVE WITH OUR OWN LOCAL REDISTRICTING PROCESS LATER THIS YEAR, AND WE'LL MAKE THOSE LINES MARRY UP WITH OUR NEW PRECINCTS.

BUT WE HAVE AN ISSUE WHEREBY WE EXPECT THERE MAY BE A PRIMARY ELECTION COMING UP THIS JUNE THAT WILL INVOLVE THE CONGRESSIONAL DISTRICTS.

AND IT IS HIGHLY UNLIKELY THAT WE WILL HAVE GONE THROUGH THE LEGAL PROCESS OF ADOPTING OUR OWN LOCAL REDISTRICTING PLAN.

AND THEN WE HAVE TO GIVE ALL THE REGISTERED VOTERS AT LEAST 60 DAYS ADVANCE NOTICE BEFORE WE CAN MAKE THE CHANGES.

SO IT'S HIGHLY UNLIKELY THAT WE WILL BE IN A POSITION TO HAVE OUR LOCAL DISTRICTS MATCH THIS NEW CONGRESSIONAL DISTRICT LINE.

SO THE PROCESS IS THAT THE DIRECTOR OF ELECTIONS CAN APPLY TO THE STATE BOARD OF ELECTIONS TO ALLOW THAT NEWSOM'S PRECINCT TO HAVE WHAT WE CALL A SPLIT PRECINCT.

SO ON ELECTION DAY, THERE WOULD BE TWO SEPARATE SETS OF VOTING MACHINES.

SOME OF THE VOTERS IN THE NEWSOME'S DISTRICT WOULD VOTE ON MACHINES THAT HAVE THE CANDIDATES FOR THE 2ND CONGRESSIONAL DISTRICT, AND SOME OF THE VOTERS WOULD VOTE ON THE MACHINES THAT HAVE THE CANDIDATES FOR THE 4TH CONGRESSIONAL DISTRICT, JUST DEPENDING ON WHERE YOU LIVE IN THAT NEWSOME'S DISTRICT.

IT'S NOT IDEAL, BUT IT'S REALLY ALL WE CAN DO AT THIS POINT.

SO IT DOES REQUIRE FOR THE DIRECTOR OF ELECTIONS TO MAKE THAT APPLICATION TO THE STATE BOARD OF ELECTIONS FOR THAT WAIVER.
